| 10/16/2026 | OK to Submit - Engineering Fast | REQUIRES RESUBMIT | Permit Activity Number: TD-DEV-0926-00249 (OK to Submit Review) Project: Residential Grading & HDZ permit and plant preservation permit Location: 11095 E PLACITA GUARACHA Review Date: 10/16/2026 Reviewer: Marco Contreras – Engineering Associate Reviewer Contact Information: marco.contreras@tucsonaz.gov Related cases: Plan review for the above-referenced development package has been completed. This review was conducted for compliance with applicable development criteria including the City of Tucson Unified Development Code (UDC), Administrative Manual (AM) Section 2-6, and Technical Standards Manual (TSM) sections governing waste management, pedestrian access, hydrology – retention/detention requirements, and all applicable site standards. The following comments must be addressed prior to approval. To help facilitate a timely resubmittal, please provide updated plans and calculations along with a written response to each comment, indicating what action was taken and where the change can be found on the plans. Do not use revision clouds on resubmittal drawings — clouds are reserved for post-permit revisions only. Submit your response letter and updated plan set & reports as separate files. As such, do not interpret the provided comments as finalized complete review comments. They are simply to address outstanding issues caught at this stage of submission. Previous comments not addressed correctly, please refer to subsequent comments: 1. Revise the plan set to provide an Earthwork table that denotes the total Cut & Fill Quantities planned for this development. The cut & fill quantities should be provided in the scope of cubic yards (CY). Ensure to include total area of disturbance (sq. ft.). 2. Revise the plans to provide the Average Natural Cross Slope (ACS) analysis on the grading plan/sheet. Because this site is designated Hillside Development Zone (HDZ), the ACS calculations are required in compliance with UDC 5.2 (HDZ) and the Technical Standards Manual, and must be prepared in accordance with the method in TSM Section 9-01.3.0 (Slope Analysis Standard) The resulting ACS will be used to determine the limits of total grading and other applicable HDZ design standards. Ensure that ACS is performed regarding the entire parcel/property, rather than just the area near the proposed SFR. a. The current ACS provided was provided as a separate file, and are incorrect as they are based on Pima County standards for ACS calculation procedures. The City of Tucson method can be found in TSM Section 9-01.3.0, which will show the inclusion of the factor “N.” b. This will require revision to the provided Grading table on the left hand corner of the plan set – the plans reference a table 18.01.054 which does not apply nor exist within City of Tucson Hillside code standards. 3. Grading Plan Preparation and Technical Requirements - The submitted plans are insufficient to evaluate the proposed grading and drainage improvements. As currently presented, the plans are more representative of a conceptual site plan than a construction-level grading plan, as they lack the necessary topographic control, proposed grading elevations, and delineation of the limits of proposed work required to evaluate grading design and drainage patterns. For resubmittal, provide a comprehensive grading plan prepared, signed, and sealed by an appropriately licensed Arizona Professional Civil Engineer. At a minimum, revise the plans to address the following deficiencies: a. Benchmark and Vertical Datum: Identify the project benchmark, including its location, reference elevation, and vertical datum. All existing and proposed elevations shall reference the North American Vertical Datum of 1988 (NAVD 88). b. Existing and Proposed Grading Information: Provide sufficient existing and proposed topographic information to clearly establish existing site conditions and proposed finished grades. Include proposed contours and/or spot elevations at all critical grading locations, including building corners, parking areas, pavement transitions, drainage structures, and other locations necessary to demonstrate positive drainage and evaluate proposed drainage patterns. c. Limits of Disturbance and Proposed Improvements: Clearly delineate the Limits of Disturbance (LOD) encompassing the full extent of proposed grading, earthwork, and drainage-related improvements. Provide a complete plan legend identifying all line types, symbols, and other graphical features used to distinguish existing conditions from proposed improvements. The current linework is not adequately defined and cannot be reliably interpreted without an accompanying legend. The current “Limits of grading” appear unrealistic based on the existing elevation changes that occur on this property. d. Revise the plans to provide sufficient engineering detail to establish the proposed grading configuration, verify drainage intent, and support a complete technical review of the proposed improvements. |
