Site Engineering Review Comments:
1. Provide the development package case number (TD-DEV-0926-00242) adjacent to the title block on each sheet of the plan set. [AM 2-06.4.1.B.6]
2. Coversheet Floodplain Data – The provided FIRM Panel ID is incorrect – the FIRM Panel ID should be 04019C2308L
3. Provide the page number and total number of pages within the Development Package plan set (i.e., sheet xx of xx) on the bottom right corner of each page. [AM 2-06.4.1.B.5].
a. Ensure this remains consistent across the entire plan set. Currently, the plan set does not show progressive continuation of the page count, some sheets simply show “ ___ of 4.” But the plan set appears to be 5 sheets.
4. Denote on plan view (Sheet 2), the proposed height of the watermill structure.
5. Regarding the “Watermill Express” parking spaces – the northern most space appears to be partially clipped by the watermill structure footprint, it will be required that revision be made so that the parking space shown can still be functional with full dimensions that follow UDC 7.4.6.D.
6. Provide a keynote/callout for all proposed bollards.

REVIEWED BY: Olga Salazar – Planner
PDSD Zoning Review Section

PROJECT: Watermill Express
Development Package (1st Review)
TD-DEV-0926-00242 (9520 E GOLF LINKS RD TUCSON, AZ 85730)

TRANSMITTAL DATE: 10/21/2026

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is September 16, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.4 CONTENT REQUIREMENTS

4.1 General content for all submitted plans must include the following:

2. COMMENT: 2-06.4.1.B.6 – Provide the development package case number, TD-DEV-0926-00242, adjacent to the title block on each sheet.

6. COMMENT: 2-06.4.2.J – It appears the project area is part of a shopping center that shares a parking lot with other businesses, operating as a single site. A parking calculation is required to demonstrate sufficient on-site parking to accommodate the proposed water station while ensuring that no more than 50% of the site's floor area is dedicated to uses with a parking formula of one space per 100 square feet of Gross Floor Area (GFA) or a more intense formula, maintaining the Shopping Center definition (UDC 11.3.9.C.3). Please provide parking calculations for the entire site, including the required parking for the proposed water station.

4.7 Existing and Proposed Site Conditions. The following information shall be provided on the site plan or plat drawing, as relevant to the drawing type, to indicate the existing and proposed conditions on site. In all instances, a distinction shall be made between existing and proposed conditions for clarity. Additional information regarding conditions within 50 ft or across a street may be requested by a reviewer if needed to adequately complete a full review.

4.7.F Indicate all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. Indicate graphically, where possible, compliance with conditions of rezoning.

7. COMMENT: 2-06.4.7.F – On the site plan, clearly delineate the boundaries of the C-1 and C-2 zones that encompass the site.

8. COMMENT: 2-06.4.7.F – Provide all zoning classifications to the east and south of the property.

4.7.H Illustrate all buildings and provide the square footage, the height, the proposed use, and the number of units (if applicable) within the footprint of each building(s).

9. COMMENT: 2-06.4.7.H – On the site plan, provide the information for all existing on-site buildings, as noted by the standard above.

4.7.I All easements (utility, sewer, drainage, access, etc.) shall be drawn, dimensioned, and labeled on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Indicate if any existing easements are proposed to be abandoned or vacated. Should an existing easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. The easements may have to be recorded and the recordation information added to the development package prior to approval. Obtain review for conflicts and written concurrence from existing easement holder(s). Said written concurrence must be present as a part of the final package for approval or evidence that the easement will be moved resulting in no additional conflicts.

10. COMMENT: 2-06.4.7.I – On the site plan, draw, label, and dimension all easements on-site.

4.7.Q.4 Show full dimensions for all existing and proposed parking and circulation areas in accordance with UDC 7.4.6, Motor Vehicle Use Area Design Criteria, including: 1) standard, accessible, and van accessible vehicle parking spaces, parking area access lanes (PAAL), and access lanes, 2) electric vehicle parking spaces and equipment, 3) loading spaces, maneuverability, and stacking areas/lanes, and 4) short- and long-term bicycle parking.

COMMENT: 2-06.4.7.Q.4 – Per UDC 7.4.6.H.1., barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent from damaging adjacent landscaping, walls, or buildings. On the site plan, clearly identify the location and type of barrier proposed for parking along the east side of the building.

12. COMMENT: 2-06.4.7.Q.4 – The proposed building obstructs the parking space directly to the south. Either reconfigure the design or remove the parking space.

4.7.S Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

13. COMMENT: 2-06.4.7.S –Per the TSM Section 7-01.4.0.4.1.B, a sidewalk or pedestrian refuge area is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. On the site plan, provide a striped pedestrian refuge area that's a minimum width of 4 feet adjacent to the proposed water station.
