09/23/2026 External Reviewers - Pima County Addressing Standard APPROVED Good morning,

We had created a record to establish a new address for the project; Tucson Water has opted to utilize the current address they selected on their site plan.

Due to this we withdrew the permit we created in our system for the review. Pima County Addressing approves of TD-DEV-0926-00240 in its current form.

Thank you,
David Wilging

Plan review for the above-referenced development package has been completed. This review was conducted for compliance with applicable development criteria including the City of Tucson Unified Development Code (UDC), Administrative Manual (AM) Section 2-6, and Technical Standards Manual (TSM) sections governing waste management, pedestrian access, hydrology – retention/detention requirements, and all applicable site standards.

The following comments must be addressed prior to approval. To help facilitate a timely resubmittal, please provide updated plans and calculations along with a written response to each comment, indicating what action was taken and where the change can be found on the plans. Do not use revision clouds on resubmittal drawings — clouds are reserved for post-permit revisions only. Submit your response letter and updated plan set & reports as separate files.

Site Engineering Review Comments:
1. Provide the development package case number, TD-DEV-0926-00240, adjacent to the title block on all sheets.
2. Please add the name, mailing address, email and phone number of the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents on the plan set cover sheet. [AM 2-06.4.1.A.1]
3. Please show the proposed development line work on the cover sheet site plan for reference.
4. Further clarification of project information note #3 on the cover sheet. All disturbed areas related to this project need to be shown in the plan set.
5. Please provide the scale and section corners on the cover sheet location plan.
6. Please add the following Drainage General Notes:
a. “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” [AM 2-06.4.3.A]
b. “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.” [AM 2-06.4.3.D]
c. “Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public.”
7. Looking at the cover sheet site plan photo, there appears to be additional tanks and pipework that is not shown on this plan as existing to remain or for demo. Please add additional line work and labeling as necessary within the “Civil Demolition Plan” drawing No. C-101.
8. Regarding the “Civil Site Utility Plan” drawing C-204:
a. Please provide drawing No. D-204 called out in Sheet Keynote #5 in the plans for clarity of design.

Waste Collection Comments:
9. Provide the required waste stream calculations for the entire development in accordance with TSM 8-01.8.0. The calculations must be presented in table format and must:
a. Break down waste generation by use type and unit count (e.g., number of residential units, commercial square footage, etc.) using the generation rates prescribed in TSM 8-01.8.0.
b. b. Identify the total estimated solid waste and recycling volumes generated by the development on a periodic basis (weekly or per collection cycle).
c. c. Demonstrate that the number, size, and configuration of the proposed enclosures and dumpster containers are adequate to accommodate the calculated waste volumes between collection intervals.
d. d. State how solid waste and recyclables will be handled and collected, including the proposed collection frequency.
10. A trash truck maneuverability exhibit has not been provided. Provide a dedicated exhibit or detail demonstrating that a standard solid waste collection vehicle can safely access, maneuver to, and service all proposed trash enclosures on the site in compliance with TSM 8-01.5.3 and TSM 8-01.5.3.F. The exhibit must address the following:
a. The turning radius and approach path of a standard collection vehicle for each enclosure(s) location.
b. Demonstration that the required back-up distance and maneuverability clearances are achievable within the proposed drive aisle and parking layout without conflict.
c. Confirmation that collection vehicles can enter and exit the site in a forward direction, or, if backing is required, that the back-up distance and sight conditions comply with the requirements of TSM 8-01.5.3.F.
Drainage and Grading Comments:
11. Provide a descriptor box adjacent to all proposed basins on the Grading plans. Include a leader arrow to the basin or provide a label for the basin and reference the label on the top of the descriptor box. This can be done through an additional detail sheet or included on current basin detail sheet if the grading plans appear too narrow for such details. Include the following applicable information in the descriptor box: [DSSDR 11.1.3] - Notice: some information is acknowledged, but ensure this list is referenced and the descriptors updated accordingly.
a. Total volume, cubic feet or acre feet;
b. detention volume, cubic feet or acre feet;
c. retention volume, cubic feet; d.
d. first-flush retention volume, cubic feet;
e. Q100 in, cubic feet per second;
f. Q100 out, cubic feet per second;
g. Basin top elevation, feet;
h. 100-year water surface elevation, feet;
i. 100-year ponding depth, (measured from the lowest elevation of the basin), feet.
12. Regarding Cross Section B on Sheet C-402, per geotechnical report section 3.2, slopes need to be directed away from the unprotected basin side slopes. Will need a report revision to provide justification of variance from requirement.
13. Retention basin bottoms shall have a minimum slope of 0.5%. Please revise the plans to meet this requirement.
14. Please provide geotechnical recommendations for the surface restoration and pavement connection cross section depths on the “Civil Site Details 1” sheet.
15. Landscaping Landscape Plan (Sheet L-101) shows a loading dock designation that is not shown in any of the other plan set sheets.
a. Depressed loading areas are subject to strict drainage regulations to prevent flooding/ponding, particularly relevant in heavy commercial or industrial zones. If depressed loading bays are proposed for 4 or more bays, oil and sand separators will be required. If a pump is required to drain a depressed area it must be drained down within 4 hours and conform to Tucson Water standard specs, Section 1204 and DSSDR Section 4.18. Please channel all pump discharge into the nearest landscaped areas. COT Standards Manual for Drainage Design and Floodplain Management in Tucson, Arizona.

Drainage Report Comments:
16. Required storm events for flood peaks and flood hydrographs for watershed areas located within the City of Tucson which are less than or equal to 10 square miles in size are as follows:
2-year, 1-hour: Water Harvesting, LID & "Green" Innovations
10-year, 1-hour: Culverts, Storm Infrastructure, Downspouts & Scuppers
100-year, 1-hour: Detention/Retention Basins, Flood Mapping, Scour Calculations
a. Please update report and required stormwater basin sizing for the required 100-year storm event.
