10/16/2025 Floodplain Administration Review Standard REQUIRES RESUBMIT 1) The Citation W.A.S.H. is currently being used for temporary PFAS effluent discharges and requires special maintenance activities. It is recommended that there be no diversion of this effluent onto the park play areas until the permanent solution for PFAS treatment plant is established so that the effluent is not flowing in Citation W.A.S.H.
2) The maintenance states on the plans that this project is to be City-maintained. However, during the PFAS treatment discharge project, the Citation W.A.S.H. is being maintained by the State and paid by Federal agency during a city-related lawsuit. The frequency of the maintenance activities is sporadic and needed more frequently so that there is no increase to flood conditions along the wash due to change in the ecology from the continual discharge. Maintenance activities for the Citation W.A.S.H. therefore, at this time, require fast turn-around time, in order to stop the PFAS treatment and resume it after the watercourse maintenance activities are completed. Preliminary maintenance to remove regular unhoused encampment debris must be performed prior to State contractor to remove Algae mat removal and grass mowing is required along with other maintenance activities. Therefore, any improvements that impede mowing or other activities (such as proposed diversion structures and spillways) should not be constructed until after the completion of the PFAS treatment project or diversion of effluent to other drainage system.

Thank you for the opportunity to comment on TD-DEV-0925-00247, 1st Submittal, a
development plan for new stormwater park improvements at 1521 South Chrysler Avenue. This
development is located in the N.W of the quarter of the N.E. quarter of Section 21, Township
14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel
number 130-07-2080, and covers approximately 1.9 ± acres, and is zoned as Residence 1 Zone
(R-1). The nearest major roadway intersection is South Chrysler Avenue and East 27th Street,
approximately 150 feet to the southwest of the subject development.
The Tucson Airport Authority approves the 1st submittal of this project and is not requiring a
resubmittal of this project.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed.
SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. It appears that protected native plants are scheduled for removal at the south and central portion of the site. The planting plan indicates new native trees are to be placed within the basins and all around the park. The abundance of protected native trees being implemented will cover the need to provide a traditional NPPO inventory and mitigation plan. Possibly add a note to the planting plan and the civil plans stating how the NPPO is being met through the plantings provided within the design.
