Site Engineering Comments:
1. Site Engineering acknowledges that there was an error made with the lot combination and that final plat TD-DIV-0825-00084 has been submitted but the plat has not yet been accepted. Until the plat is approved Site Engineering cannot approve this DP.
2. As the site must be reviewed for entire site compliance, Pedestrian Circulation will be required to connect all buildings, dumpster areas, common areas and the sidewalk on the street frontages per TSM 7-01.3. 3. This includes connecting to APN 12218046A site.
3. Waste stream calculations will be required to be redone with the entire site in mind. Show that both solid waste and recycle collection service are shown with a revision to the proposed trash enclosure in accordance with technical standards Manual 8-01.5.0
4. Add the general note “A single property owner, property management company, or homeowners’ association (HOA), will be responsible for the management and maintenance of the solid waste collection services and storage area(s) for all development/business occupants.” TSM 8-01.5.1.D
5. Provide a detail displaying trash truck maneuverability for the trash enclosure in compliance with Technical Standards Manual 8-01.5.3
6. Due to this project site being viewed as a whole, the drainage statement will be required to be revised to include the new area.
7. Clearly show downspouts to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E.
8. The proposed turnaround found in the center of the development appears to potentially conflict with the current travel lanes used for the properties to the Northeast and will be required to be revised to not disrupt the access to said properties.
9. The Geotechnical Report calls for a 3-foot setback from the top of slope when foundations are adjacent to descending slopes. Show this setback is met regarding the water harvesting basin #6 with respect to the perimeter wall and trash enclosure on the East Side.
10. Include this general note, “This project is required to provide stormwater detention and/or retention. The total volume of detention provided is _____________ cubic feet. The total volume of retention provided is ____________ cubic feet”
11. Provide these details in relation to the stormwater harvesting basin. For detention and stormwater harvesting basins include: a. Location of maintenance access; b. Conceptual grade contours; c. Side-slope horizontal-to-vertical ratio with slope treatment; d. Location and dimensions, feet, of outlet or slope protection. DSSDR Section 11.1.3.4
12. Ensure maximization of water harvesting potential through the use of more roadside inlets to capture what could potentially leave the site through the roadway access to Pima.
13. Depending on the outcome of TD-DIV-0825-00084, future Comments may be forthcoming. If it is determined that the land division is approved, comments 2,3,6 may be revised.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 1, 2025.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

1. Zoning acknowledges that there was an error made with the lot combination and that final plat TD-DIV-0825-00084 has been submitted but the plat has not yet been accepted. Until the plat is approved Zoning cannot approve this DP. Zoning also acknowledges that you would like to have a hold put on a C of O to allow the DP to be approved but Zoning was not able to find a building permit to attach the hold to. COMMENT: 2-06.4.9.A – As this site is made up of four (4) parcels, 122-18-0490, 122-18-0500, 122-18-0470, & 122-18-046B, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Consolidation Request Form, found at: https://www.asr.pima.gov/Forms?tab=Misc, with the next submittal.

2. This comment was not addressed correctly. Your response to comments and the submitted plans reference UDC Article 7.4.5.F.6.a.2 to reduce the required number of vehicle parking spaces but UDC Article 7.4.5.F.6.a is for existing development only, UDC Article 7.4.5.6.b could apply to this site. COMMENT: 2-06.4.9.H.5.a - Clarify what the proposed reduction list is as UDC Article 7.4.5.E.7.1 does not exist.
