This development is located in the S.E. quarter of the N.W. quarter of Section 23, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 118-09-039B, covers approximately 5.13 ± acres, and is zoned as Residence Zone 1 (R-1). The nearest major roadway intersection is West Silverlake Road and South Santa Cruz Lane, approximately 1100 feet to the southeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. | 10/20/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Heritage Park Improvements Development Package (1st Review) TD-DEV-0923-00400 TRANSMITTAL DATE: October 20, 2023 DUE DATE: October 29, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 25, 2024. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – As the development package (DP) is designed to allow for concurrent review of any site related reviews remove sheets 11 – 17 from the DP as they will not be reviewed and will required separate permits. 2-06.3.0 FORMAT REQUIREMENTS 2. COMMENT: 2-06.3.12 – Once comment 1 is addressed revise the sheet index. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0923-00400, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT: 2-06.4.7.A.4 – As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 2-06.4.7.A.8 - For development package documents provide: 5. COMMENT: 2-06.4.7.A.8.b – Per UDC Table 6.3-2.B the maximum lot coverage allowed is 60%. Provide a lot coverage calculation that meets the requirements of UDC Article 6.4.3. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 6. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension on the plan. 7. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate how the requirements of UDC Article 7.4.6.H.1 are met for the entire vehicle use area. 8. COMMENT: 2-06.4.9.H.5.a – Detail 1 sheet 5 the wheel stop location dimension is not correct. Review UDC Article 7.4.6.H.3 and provide the correct location dimension. 9. COMMENT: 2-06.4.9.H.5.a – Detail 2 sheet 5 as the proposed accessible parking sign is located in an area where a pedestrian may hit their head the mounting height should be 84” 10. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the requirements of UDC Article 7.4.6.G are met for all vehicle parking shown no the plan. 11. COMMENT: 2-06.4.9.H.5.d – Per discussions with the Director at least one (1) short-term bicycle rack should be provided. Show the location on the plan and provide a detail that demonstrates how the requirements of UDC Articles 7.6.4.B.1 & .2 and 7.6.4.C. 12. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.3.C.6 Compacted decomposed granite or similar material cannot be used for construction of a required sidewalk system that is part of the required accessible route or pedestrian circulation path. That said the decomposed granite path is not allowed. 13. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
