COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. The new one-year expiration date is February 16, 2025.

1. COMMENT: 2-06.4.7.A.2 – Zoning acknowledges that a hold will be placed on the Certificate of Occupancy until a lot consolidation request approved by the Pima County Assessor's Office is submitted under the associated building permit.

2. COMMENT: 2-06.4.7.6 – See comment 5 relating to the minimum number of motor vehicle parking spaces required for the proposal. As some sort of process such as a Board of Adjustment variance or Individual Parking Plan will be required to further reduce the number of spaces provided, list the case number (if applicable) within the title block on all sheets. As a general note, provide the type of application processed, a statement that the project meets the criteria/conditions of the application, the date of approval, what was approved, and the conditions of approval, if any.

3. COMMENT: 2-06.4.9.H.5 – Ensure that the maximum separation between the proposed bollards is five feet clear (TSM 7-01.4.2.b).

4. COMMENT: 2-06.4.9.H.5 – Ensure that a back-up spur with a minimum radius and depth of three feet is provided at the end of the row of parking where no ingress or egress is provided (UDC 7.4.6.F.4).

5. COMMENT: 2-06.4.9.H.5.a – This comment has not yet been addressed. Review UDC 11.4.8 for the definition of gross floor area. Based on the information provided, prior to any reductions, 41 motor vehicle parking spaces are required for the Food Service use. Additionally, indicate where the one space required for the “Commercial Service: 1:300” use originates. The food truck that is proposed on the site also requires motor vehicle parking at a ratio of one space per 100 square feet gross floor area.

Zoning acknowledges that 12 non-required bicycle parking spaces are proposed to eliminate two of the required motor vehicle parking spaces; however, the site does not meet the minimum required parking for the proposal. Some sort of process such as Board of Adjustment variance or Individual Parking Plan will need to be approved to reduce the number of spaces provided. 6. COMMENT: 2-06.4.9.W – This comment has not yet been addressed. Per TSM 7-01.4.3.B, all sidewalks must have a minimum unobstructed vertical clearance of 84 inches. Indicate that the edge of the required handicapped parking sign will be a minimum of 84 inches above finish grade.
