Thank you for the opportunity to comment on TD-DEV-0826-00220, 1st Submittal, a
development plan for new ground service equipment staging area and parking lot at 2751 E
Airport Dr. This development is located in the S.E. quarter of the N.E. quarter of Section 20,
Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies
parcel number 140-43-013F, covers approximately 3.05 ± acres, and is zoned as Heavy
Industrial Zone (I-2). The nearest major roadway intersection is East Los Reales Road and East
Airport Drive, approximately 1,200 feet to the northwest of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson –
Airport Environs Overlay Zone – Airport Hazard District, City of Tucson – Airport Environs
Overlay Zone – Noise Control District 65-70, and City of Tucson – Airport Environs Overlay
Zone – Height Zone 65 – 84 Feet.
Below are the responses that the FAA Pre-Screening Tool has provided on the proposed
project.
1) Based on the information you provided, you are required to file notice with the FAA. You
must submit notice at least 45 days before the start of the proposed construction or
alteration or the date an application for a construction permit is filed, whichever is
earliest.
2) Note: If you propose construction or alteration that is subject to the licensing
requirements of the Federal Communications Commission (FCC), you must submit
notice to the FAA on or before the date that an application is filed with the FCC. Visit
FCC Licensing to learn more.
The Tucson Airport Authority is requiring a resubmittal of this project. The below conditions of
approval must be added into the revised notes of the development plan.
Conditions of approval:
1. “The applicant shall file FAA Form 7460 with the FAA at least 45 days before
construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport
Airspace Analysis (OE/AAA), provides the project applicant with written communication
that filing FAA Form 7460 is not required. It is highly recommended that the applicant
file earlier than 45 days to provide the applicant with sufficient time to respond to any
concerns which are identified by the FAA. Any cranes which are used must also be
identified with a separate Form 7460. Please file Form 7460 at

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Provide a NPPO or a NPPO waiver for the areas that contain possible native plant material.

2. This expansion of parking area does not appear to be extensive enough to trigger additional planting and landscape requirements per UDC 7.6.4. Additional plant material in areas near airport runways is also a health, safety and welfare concern for bird strikes due to additional animal habitat.

3. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

4. Include the Activity Number TD-DEV-0826-00220 on all sheets in the plan set including any NPPO documentation/waiver.

a. It will require revision as it is in direct conflict with established pedestrian circulation standards. Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space [TSM 7-01.4.F]
b. If the spaces are to be removed, revision will remain required as vertical separation requirements will then need to be addressed as the area to the West is considered a vehicle use area. [TSM 7-01.4.2]

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is August 11, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)


2-06.4 CONTENT REQUIREMENTS

4.1 General content for all submitted plans must include the following:

4.1.B A title block on each sheet that includes:

4.1.B.6 The administrative street address and relevant case numbers (DP, subdivision, rezoning, BOA, DDO, PDMR, TSMR, overlay, etc.).

2. COMMENT: 2-06.4.2.A – On Sheet 2, under Site Notes, correct Note #1 to indicate that the existing zoning is I-2.

4.2.D. Identify the existing and proposed use of the property as classified per the UDC. Reference all UDC use-specific standards applicable to the proposed uses.

3. COMMENT: 2-06.4.2.D – On Sheet 2, under Site Notes, correct Note #2 to identify the existing and proposed use as Transportation Service, Airport Authority, subject to use specific standard 4.9.13.Q.5.

4.3.D List the following note on all development package documents: “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.”

4.7 Existing and Proposed Site Conditions. The following information shall be provided on the site plan or plat drawing, as relevant to the drawing type, to indicate the existing and proposed conditions on site. In all instances, a distinction shall be made between existing and proposed conditions for clarity. Additional information regarding conditions within 50 ft or across a street may be requested by a reviewer if needed to adequately complete a full review.

4.7.H Illustrate all buildings and provide the square footage, the height, the proposed use, and the number of units (if applicable) within the footprint of each building(s).

7. COMMENT: 2-06.4.7.H – Please label the northwest half of the site, which is dimensioned 142.6 by 163.

Additionally, please provide the fence height. If the proposed fence is 7 feet or greater, a building permit may be required.

4.7.I All easements (utility, sewer, drainage, access, etc.) shall be drawn, dimensioned, and labeled on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Indicate if any existing easements are proposed to be abandoned or vacated. Should an existing easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. The easements may have to be recorded and the recordation information added to the development package prior to approval. Obtain review for conflicts and written concurrence from existing easement holder(s). Said written concurrence must be present as a part of the final package for approval or evidence that the easement will be moved resulting in no additional conflicts.

8. COMMENT: 2-06.4.7.I – If applicable, demonstrate any existing or proposed easements.

4.7.S Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

9. COMMENT: 2-06.4.7.S – Per Technical Standards Manual 7-01.4.0, sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. It appears that the proposed pedestrian circulation to the west does not comply with this standard.

4.7.V Street conditions, design, dedications, and vacations:

4.7.V.1 Indicate if streets within or adjacent to the site are public or private, the street names, recordation type, utility locations, and fully dimensioned widths, curbs, and sidewalks.

10. COMMENT: 2-06.4.7.V.1 – Label the private street in the southeastern portion of the site.
