Site Engineering Comments:
1. Provide the development package case number, TD-DEV-0825-00229, adjacent to the title block on all sheets.
2. As the development package TD-DEV-0825-00229 has yet to see full approval, please remove all revision bubbles and deltas around changes made as they are not considered after approval revisions.
3. The sheet index provided on the cover sheet has 8 sheets called out but the Development package file is only 5 pages. Revise accordingly.
4. Revise the plan set to provide Sight visibility triangles for all the site entrances, along Alvernon Way and Holmes ST in compliance with TSM 10-01.5.0. They should be found on the site plan (sheet 3) and not as a separate detail. NOTE: Fairview AV is designated as a Collector RD. This designation will be used for Table 5.3.
5. Clearly show all downspouts and sidewalk scuppers. to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E. This includes downspouts not associated with a sidewalk or scupper. They are required to match with the associated building permit construction plans.
6. Wheel stops will be required at all parking spaces adjacent to the sidewalks so as not to reduce the sidewalk path to less than 4 feet. UDC 7.4.6 Sidewalks that are 6 and a half feet or wider will not require adjacent parking spaces to have wheel stops. This will need to be demonstrated for all parking spaces along the Building East side.
7. Provide dimensions for the PAAL, parking spaces, & sidewalks/pathways on the site plan (Sheet 3).
8. Keynote #19 on sheet 3, appears to be unused, please revise to clearly call-out proposed fencing/gate.
9. Revise trash enclosure details and grading plan to show the ramp slope being 2% away from enclosure as well as the enclosure slab sloping 1% to the gate.

THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. UDC 7.6.2. APPLICABILITY
The provisions of this section apply to the following:
A. All new developments

2. A landscape plan set is required. Preparation of the landscape plans shall adhere to UDC 7.6 and Administrative Manual 2-10.

3. Parking lot canopy trees are required at 1 tree for every 4 parking spaces, see UDC 7.6.4.B. Structurally covered parking spaces do not count toward the ratio, see UDC 7.6.4.B.1.c.(8). Trees are to be distributed evenly throughout the parking area, see UDC 7.6.4.1.a.(1). See Technical Standards Manual 5-01.3.0 for additional landscaping in vehicular use area requirements.

4. An interior landscape border is required on a portion of the north and a portion of the south property lines directly adjacent to the O-3 Office Zone. This 10’ border includes a 5’ wall along the property line and the required trees. See UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Industrial land use adjacent to Office zone.

5. A street landscape border is required along N Fairview Av, per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Industrial land use along MS&R and non-MS&R requires a 10’ street landscape border that includes a 5’ screen.

6. A drip irrigation plan and details are required for all proposed landscape planting areas.

7. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) for review and approval if applicable for this project.

8. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. This site includes a commercial scale impervious parking area and required landscape plantings. Due to these requirements a commercial rainwater harvesting plan and calculations will need to be provided for review and approval.

9. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations.

10. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

11. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. Rainwater Harvesting Plan: Number 3 (a) A separate water meter connected to the main water supply; or (b) An irrigation sub-meter.

12. **If it is determined that any of the above provided site landscape standards cannot be met due to the nature of the development, then a Design Development Option (DDO) may be an option to gain partial relief from some landscape requirements, see UDC 3.11.1.B.3 for landscape and screening modifications allowed. A Board of Adjustment Variance to the UDC site landscape requirements is also a viable alternative. COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 22, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

1. COMMENT: 2-06.3.12 – The sheet index refers to 8 sheets however only 5 sheets were included. Please include all sheets in the sheet index or update the index to correctly identify the sheets submitted as noted by the standard above.

CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. COMMENT: 2-06.4.1 – The plans were stamped by John Feneck however his contact information was not included as noted by the standard above.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

3. COMMENT: 2-06.4.2.D – Make sure the sheet index and the total number of pages are accurately reflected in the page numbering as noted by the standard above.

2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

2-06.4.7 - General Notes

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

6. COMMENT: 2-06.4.9.H.2 – Please show the sight visibility triangles as noted by the standard above.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

7. COMMENT: 2-06.4.9.H.5 – Please dimension the PAAL’s as noted by the standard above.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

8. COMMENT: 2-06.4.9.H.5.a – The proposed use was classified as General Manufacturing on Sheet 1 however the parking calculation refers to Wholesale as the proposed use which is parked differently. Please clearly identify the proposed use and the associated parking requirements as noted by the standard above (UDC Table 7.4.4-1). Also, please clearly identify the required ADA parking spaces in your parking table (At least 1 of every 6 parking spaces must be van accessible).

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

9. COMMENT: 2-06.4.9.H.5.c – As a loading zone is being proposed, please include the type of loading zone as noted by the standard above.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

10. COMMENT: 2-06.4.9.H.5.d – As General Manufacturing falls under the Industrial land use group, short term bicycle parking is not required. Please update the table as it currently reads 2 short term bicycle parking spaces are required.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

11. COMMENT: 2-06.4.9.O – Under “Site Data”, the required setbacks are listed incorrectly. The rear (West) setback is listed as 1 ½ (Height) however the parcel to the West is zoned I-1 (nonresidential use) so the setback should be listed as 0’. Also, the front street setback is listed as 0’ however for nonresidential abutting a collector street, the setback is 10’. Please update the table accordingly.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

12. COMMENT: 2-06.4.9.Q – Please include the proposed use within the footprint of the building as noted by the standard above.
