Due to the proximity of the on-site detention basins to the proposed structures, a soils report will be required. This require can be found in section 14.2.6 of the Drainage Manual. This will contain recommended minimum setbacks from buildings and other structures. 2. Roger RD is classified as a Collector Street, revise sight visibility triangle accordingly. TSM 10-1.5.3 3. Provide the backup spur measurements for the handicap spot on the northwest side as well as the northeast side 4. Revise trash enclosure detail and grading plan to show the ramps slope being 2% away from enclosure as well as the enclosure slab sloping 1% to the gate. 5. Show vertical separation between the PAAL and north pedestrian pathway going west to east. As well as the sidewalk on the northwest portion of the project. 6. Show pedestrian circulation from the ADA parking spaces connecting to the lots on the East. 7. Provide a retention/detention basin maintenance checklist and schedule in the Drainage report. 8. Provide Basin dimensions on grading sheet for proper site inspection 9. The required minimum freeboard shall be 6 inches within basins constructed below natural grade DSSDR 4.4.1 10. Provide more details on the basins, including side slopes, and basin floor details. 11. Basin inlets are required to have erosion protection which extends below the finished grade of the basin floor DSSDR 4.8.1 12. | 09/09/2025 | Site Landscape Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: MULTI FAMILY DUPLEXES FOR 26 WEST ROGER ROAD ACTIVITY NO: TD-DEV-0825-00208 ADDRESS: 26 W ROGER RD ZONING: R-2 RESIDENCE ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. The parking lot shade tree planting area is 3.5 feet in width. Adjust to meet the UDC standard of 4 feet. 2. The Mesquite to the east of the parking area next to the sidewalk is really tight to the sidewalk. Adjust its location. Remove either the Mesquite or the Palo Verde in this area as the spacing is inappropriate. With on center spacing at mature tree canopy size, the canopies should not overlap very much, if at all. This is also the case elsewhere on site, adjust as necessary. 3. For reference: Desert Willow mature width is approximately 25 feet, and the plan depicts them at 36 or 37 feet. The oversized symbol helps with your spacing issue, but it would be an improvement to the plans if the canopy size of the Desert Willow is shown at its true 25-foot diameter size. 4. For the parking lot canopy tree show an irrigation line and sleeve under the sidewalk. 5. Are there supposed to be WHIA basins associated with subwatershed 3AA and 3AB? If so, show the WHIA or depressed landscape areas on the plans. 6. For contractor clarity, highlight these notes on the Rainwater Harvesting plan per TSM 4-01.2. DESIGN CONSIDERATION AND TECHNICAL REQUIREMENTS: Soils within Water Harvesting Infiltration Areas should be modified as needed to counteract the effects of mechanical compaction and/or poor soil infiltration conditions in order to ensure appropriate water infiltration; Water Harvesting Infiltration Areas shall be designed so that water infiltrates into soil within 24 hours; Water Harvesting Infiltration Areas shall be designed to minimize ponding in areas that may create a nuisance for pedestrians. Ponding is not allowed on or over public sidewalks or required pedestrian circulation paths. 7. Additionally, any other sections of TSM 4-01 that clearly outlines the design and construction intent will be a welcomed addition to the commercial rainwater harvesting plan/notes. 8. Add a breakdown table of the total TOS and total Mitigation plants from the NPPO. The numbers are located in your calculation table, but for review purposes and for contractor implementation it is simpler if the breakdown is on both the NPPO and the planting plan. Clearly label all of the PIP and Transplants on the planting plan. 9. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 12, 2026. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.7.A.6.a - As Roger Rd. is designated as an Collector on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”. 2-06.4.7.A.8 - For development package documents provide: 4. COMMENT: 2-06.4.7.A.8.b – It does not appear that the lot coverage calculation is correct. Clarify what “PEDESTRIAN FACILITIES” means. If this is the sidewalks they are not included in the lot coverage. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. COMMENT: 2-06.4.9.H.5 – Fully dimension the northernmost vehicle use area to include but not limited to, PAAL width, back up spurs, etc. 6. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking. 7. COMMENT: 2-06.4.9.O – Provide perimeter yard setback dimensions from all buildings to the applicable property lines. 8. COMMENT: 2-06.4.9.O – The South required street perimeter yard setback is not correct. Review UDC 6.4.5.C.2.a and provide the correct required setback. 9. COMMENT: 2-06.4.9.O – The East required perimeter yard setback is not correct. Review UDC Table 6.3-3.A and provide the correct required setback. 10. COMMENT: 2-06.4.9.O – The West required perimeter yard setback is not correct. Review UDC Table 6.3-3.A and provide the correct required setback. 11.
