Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer. To apply for electric service, please call the New Construction department at (520) 918- 8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans. Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TD-DEV-0825-00206– Commercial – 1000 sf classroom addition & porch addition located in existing playground area 2701 N Swan Rd Tucson, AZ 85712 (R-1 Zoning) Development Package Review – 1st Review TRANSMITTAL DATE: October 7, 2025 This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above. Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 05, 2026. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 1. COMMENT: Sheet DP-2 is missing a scale (not noted as stated) and north arrow. 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 2. COMMENT: Provide missing legend as requested. 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 3. COMMENT: Update Legal Description to match County: LAUREL LOT 11 BLK 1 & SLY ADJ ABND RD (for both locations on DP-1 sheet). 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: There are two pages and each sheet needs to reflect this standard requirement. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 5. COMMENT: Add E Glenn St and E Bermuda St to vicinity map. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 6. COMMENT: Provide missing Section (34), Township (13S) and Range (14E) on Vicinity Map 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 7. COMMENT: Add this existing and proposed use to note in lower right-hand corner of sheet DP-1: “Day Care: Child Care, unlimited number of children” 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 8. COMMENT: Acknowledge that N Swan Rd is part of the Major Streets and Routes Overlay in general notes on sheet DP-1. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 9. COMMENT: Square footage listed states that the sum adds up to 7,761 yet 6,755 sf (existing) + 1,026 sf (proposed) = 7,781 sf. Regardless, zoning assumes the basement has a structural headroom of 6’-6” in height, the 1,400 sf of basement square footage counts toward the total gross floor area. Additionally, in two locations, the square footage of expansion will be 1,026 and a third states it will be 1,025. Correct accordingly. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 10. COMMENT: The stated 1,026 square foot expansion divided by the existing 8,155 square feet (of gross floor area) = a 12.5% increase in gross floor area expansion. Acknowledge this as a note on sheet DP-1. Add this per the standard requirement. 2-06.4.7.B - Drainage Notes List the following notes as appropriate: 2-06.4.7.B.3 - List the following note on all development package documents: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." 11. COMMENT: Add missing note as required. 2-06.4.7.C - Streets and Roads Notes 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 12. COMMENT: Update general note # 8 to match standard. 2-06.4.8 - Existing Site Conditions 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 13. COMMENT: Provide missing information per standard requirement. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.H - Proposed Traffic Circulation 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. 14. COMMENT: The 26 provided vehicle parking appears to meet the requirement in effect at the time of the last approved site plan, which was based on the number of employees. The current parking requirements for Day Care uses is based on gross floor area. As such, the GFA (including all existing GFA and new GFA) would require 31 parking spaces. The number of required parking spaces may be administratively reduced through a Parking Design Modification Request (PDMR) (maximum of 5 spaces) or provision of additional bike parking or other reductions. Zoning cannot approve this development package until the PDMR has been approved. See hyperlinks below for more information below and whom to get in contact with. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 15. COMMENT: Draw and label setbacks lines. Update perimeter yard table (under general notes) for west property line as it currently states the required setback is 10’-0” yet a 14’ building height yields a 10’-6” (2/3 height). Additionally, on the plan, a 9’-0” dimension is depicted along the west property line not matching the 10’-6” required setback. Explain the discrepancy in the comments. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 16. COMMENT: Zoning couldn’t locate trash location area on the plans. Draw and label refuse collection area per standard requirement. 17. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: 1.
