A SFR PERMIT WAS PREVIOUSLY APPLIED FOR UNDER COT PERMIT #TC-MDP-0724-00809 ACTIVITY NO: TD-DEV-0824-00233 ADDRESS: 2769 W BLACK CLOUD CT ZONING: RX-1 RESIDENCE ZONE; HDZ HILLSIDE DEVELOPMENT ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. After reviewing aerial photographs of the site, it appears that protected native plants are within the grading limits, notably Saguaro. See two options below for the next submittal of this plan set. 3. Option 1: There is not a large quantity of protected native plants, so the landscape/NPPO section will be ok with the applicant accounting for the protected native plants on the civil site grading plan with callouts as to how the plants will be protected in place or if they will be transplanted on site, show where they are going to be transplanted. If they are removed, then the plants will need to be mitigated at the ratios found here: UDC Table 7.7.5-1 Protected Native Plant Preservation Credits and Mitigation Standards. 4. Option 2: Provide a NPPO sheet with a recent aerial photograph of the parcel as the background that shows all the protected native plants to be preserved-in-place, transplanted on site, and removed from site. Also, provide a table or chart that shows the total quantities of all plants to be transplanted and plants for mitigation. See AM 2-11.4.4 Plant Preservation and Salvage Plan for the Plant Inventory Methodology. In addition, clearly show the transplants and mitigation plants on the NPPO plan. If more information is needed for mitigation requirement is needed, please contact Site Landscape/NPPO Section, contact information located at the end of these comments. 5. If there was a previously approved NPPO as part of a different permit number for this project, then please include it with the next submittal. 6. This site is within the HILLSIDE DEVELOPMENT ZONE (HDZ). See UDC Section 5.2. ADD THE FOLLOWING NOTES TO THE CIVIL GRADING PLAN sg1: Vegetation Retention and Revegetation a. Vegetation Retention (1) Existing viable and transplantable trees with four inch or greater trunk diameter and cacti shall be preserved in their original locations, except for building sites and access and utilities serving building sites. (2) When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti shall be salvaged and replanted in areas requiring revegetation, whenever possible. b. Revegetation All cut or fill slopes that are no steeper than three horizontal to one vertical and all utility trenches or septic leaching fields that are not located in parking or driveway areas shall be revegetated in compliance with the following standards: (1) All plants used in revegetation shall be the same as the native vegetation on the site prior to grading or clearing or any adjacent site; and, (2) Revegetation shall be accomplished with the following minimum standards for plants: (a) Desert trees, a minimum of 15-gallon size with a minimum trunk diameter of two inches measured at the soil level, or large specimen cactus shall be placed at the same vegetation density found on the site prior to any clearing, grubbing, or grading; and, (b) Seeds for trees, desert shrubs, and grasses shall be planted with a density adequate to control erosion and may use one of the following methods of planting: Raked into the soil with appropriate mulch materials; hydroseeding; anchored mulches; or established on jute, rolled straw, or similar material. Another method may be approved by PDSD. (3) A temporary watering system shall be installed until the revegetation materials are established. 3. Slope Stabilization All slopes steeper than a ratio of three horizontal to one vertical, with the exception of retaining walls, shall be stabilized with properly engineered stone riprapping or sculptured rock as follows: a. Stone riprapping shall be hand-placed on the slope; b. The stabilizing material used shall blend with the natural appearance of the site or lot and the surrounding terrain; and, c.
