Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Provide the development package case number, TD-DEV-0824-00232, adjacent to the title block on all sheets. 2-06.4.3 3. On the NPPO sheet the total mitigation required on site states that 1 Yucca species is required on site, and the native plant mitigation summary states that zero Yucca are required on site. Please clarify. 4. The City of Tucson ROW landscape notes are good. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) for this project. DTM will provide a letter of consent for your records and for the overall project file. 5. The amenity plantings (Fruit/Citrus trees to be selected by LA) plants are not part of the ADWR plant list. These trees will take special care and maintenance to thrive in the Tucson climate. I think it is great to provide these options for the client, but not applicable for City of Tucson landscape review and approval. Possibly add a note about the sensitivity of these plants and the owners’ responsibilities with the maintenance. I have not looked at compliance plans that indicate the implementation of citrus and fruit trees. Please reach out to discuss if needed. 6. The Commercial Rainwater Harvesting Plan is incomplete. Finish the CRWHP with all applicable information including flow directions that match the civil grading plan, WHIA SF and depth in the water budget table, reference to civil grading plans for construction of basins and anything else needed to complete this portion of the development package. 7. In the TSMR for the trash service from the alley include a detail showing the 2-3 cubic yard bins for trash/recycling as ES has recently informed PDSD that using a single enclosure doesn't work for services both trash and recycling. They will need to review and approve this proposal. 3. The rain water harvesting plan doesn't look complete and the water budget table is missing inputs like WHIA area and depths, revise as needed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 13, 2025. List all UDC sections applicable to the proposed uses. 2. COMMENT: 2-06.4.7.A.4 - Retail/Sales is not a Retail Trade Group description within the Unified Development Code (UDC) or Sunshine Mile District (SMD) Overlay. Substitute with “General Merchandise Sales”. As a courtesy note, if it is possible that a future tenant may function as “Food and Beverage Sales” (for example, a bakery or butcher), as a principal rather than accessory use, indicate this use as well. This use would not be covered under “General Merchandise Sales”. If additional uses are utilized, ensure the “Building Information Table” on Sheet 3 reflects changes. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. Annotate these practices within the general notes of the development package once approved. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 4. COMMENT: 2-06.4.7.A.8.b – General Note 5 indicates existing interior GFA area only. Indicate new interior GFA, as well as existing and new patio dining area percentages and areas. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 5. COMMENT: 2-06.4.7.A.8.c – Indicate percentage of expansion from existing based upon revised calculations and indicated in preceding comment (2-06.4.7.A.8.b). 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. 6. COMMENT: 2-06.4.9.H.5.b - Off-site parking is permitted for the proposal as the associated parking lot is on an adjacent street and is located within 300 feet of the project site, subject to approval by DTM. A shared parking agreement with the City or a third-party will be required. Provide documentation. Approval of this development package will be contingent upon completion of the associated off-site parking lot. Per UDC Table 7.4.4-1, and based upon the Building Information Table on Sheet 3, the minimum number of motor vehicle parking spaces required is 143. The minimum number of accessible parking spaces is 7. The minimum number of van accessible spaces is 1. Under the SMD Overlay, the required number of vehicle parking spaces may be reduced based upon approved qualifying conditions indicated in SMD Table III.H.2. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 7. COMMENT: 2-06.4.9.H.5.d – Bicycle parking locations and details are missing from plans. Per UDC Section 7.4.9., short and long-term bicycle parking locations must be sited within specific distances of entrances and may require lighting requirements. Per UDC Table 7.4.8-1, based upon the Building Information Table on Sheet 3, the minimum required short-term bicycle parking spaces is 7 and the minimum required long-term bicycle spaces is 6. Under the SMD Overlay, the minimum required short-term bicycle parking spaces is 2 and the minimum required long-term bicycle parking spaces is 0. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 8. COMMENT: 2-06.4.9.Q – Building height is measured from design grade. Ensure provided building heights are correctly annotated as to meet height restrictions. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 9. COMMENT: 2-06.4.9.R - No pedestrian circulation is shown from the seven individual bungalow entrances to E Broadway Bl or the rest of the site. If any of these are to function as entrances, pedestrian circulation should be demonstrated.
