3. Pedestrian circulation is required to connect all buildings, dumpster areas, and the sidewalk on the street frontage per TSM 7-01.3.3. Show a continuous pedestrian path.

5. The porch on the existing building towards the center of the site appears to impede access to/from the proposed parking space directly to the south, and possibly complicate waste collection vehicle maneuverability. 6. In the drainage report, please provide a map showing the 100-year floodplain boundary for the flows coming from the existing box culvert. Per Tucson Code 26-2 the definition of a regulatory floodplain includes areas where the Q100 is equal to or greater than one hundred (100) cubic feet per second for the one (1) percent flood event. If the floodplain extends onto the property, a floodplain use permit will be required. Scour protection around the northeast corner of the property may be required.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Upon review of aerial images of the site, it appears that protected native vegetation may be present on the site. Please provide an NPPO that shows preservation, transplant and mitigation for the protected plants that will be disturbed/destroyed. If there are no viable native plants, or if there are native plants, but they won’t be disturbed, then please provide an NPPO Waiver for the project.

2. Provide the required shade trees in the parking area planting islands and show the tree quantity calculation on the landscape plan. 1 tree per 4 parking spaces is the requirement.

3. Instead of COT/County recommended plant list, use the Arizona Department of Water Resources Drought Tolerant Plant List (ADWR) as stated in the UDC landscape and screening code.

4. Add quantities to the plant list/legend. Suggestion: Add a general note that states, discrepancies between the planting plan and the planting legend, that the planting plan quantities shall prevail. Or something to this affect.

5. Replace the tree Latin name “Sophora” with “Dermatophyllum” for the Texas Mountain Laurel.

6. General plant comment: Double check all species of plants and make sure that they are on the ADWR Drought Tolerant Plant List. Add a note below the plant list that all of the plant material has been chosen from the ADWR plant list. If a cultivar of one of the species is used in place of a more common variety, it may not be acceptable.

7. Update General Notes (Landscape) number 6 to reflect all disturbed areas and all landscape areas to receive the 2-inch depth mulch. Identify the exact size of rock mulch with the description that it must be washed, screened rock.

8. On all plans, make all background layers 50% transparent, or medium gray so that the information that is pertinent to the plan is easier to read. IE: All hardscape outlines, hatches, building outlines, utility lines, etc. should be a shade of gray as to not conflict with notes, irrigation lines/equipment, planting symbols, and any other information that needs to be legible for the contractor to read the plans during construction.

9. A Commercial Rainwater Harvesting Plan is required. The set of plans does not include this plan and required plant water use spreadsheet. Provide the spreadsheet and indicate on the plans the Water Harvest Infiltration Areas (WHIA’s) and Subwatershed areas. Depict contours, flow lines and spot elevation in the depressed planting rainwater harvesting areas on the rainwater harvesting plan and the planting plan that match the civil grading layout and information. An outline of the WHIA with a hatch and spot elevations that match the civil grading plan on its own sheet is an effective way to depict the depressed basin areas. Clearly call out the depressed landscape areas with leader callouts and or keynotes and add a schematic detail that shows basin side slopes, depth of rock, depth of basin and plant placement within the basin. If an example of this type of detail is needed for the plans, then please reach out and I will supply a copy.

10. As a standard practice, a few spot elevations on the CRWHP at the bottom of basin and basin curb cut inlets and outlets that match the civil grading plan for coordination between the plans should be included on the CRWHP. Just a few spot elevations in key locations as a quick reference for the contractor and inspectors.

11. On the rainwater harvesting plan add these general notes for construction clarity. Wording similar to the following will provide clear direction/coordination and intent for the contractor’s reference:

a. See Civil Grading Plan for additional information on basin side slopes, spot elevation, shape, contouring, flow lines, curb cuts, downspouts, splash pads, etc.

b. This Rainwater Harvesting Plan is designed to work in conjunction with the civil grading and drainage plans. The specific intent of the Rainwater Harvesting Plan is to demonstrate that the site grading and drainage facilitates direct flow of impervious-surface runoff in sufficient quantities to the depressed planting areas to comply with the Commercial Rainwater Harvesting Ordinance. It is the Contractor's responsibility to meet the requirements of Site Grading and Drainage plans and the Rainwater Harvesting Plan and to notify the engineer of any discrepancies between the two plans.

12. We have seen some instances where the narrow tree planting areas adjacent to parking stalls have become a hazard for health and safety. Can a call out be added to those specific planters where people are getting out of their cars to be 4-to-6-inch depth, or a maximum of 6-inch depth and coordinate this information on the civil grading plan.

13. Separate lateral lines are required for trees and shrubs. Provide the two separate lines on sheet I-1 and update the irrigation legend with this linework and information.

14. The irrigation schematic plan details are helpful, but irrigation details are also required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards. Irrigation details can be found on the CoT website here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects. For your reference/use in completing your landscape development package.

15. The emitter number per plant type belongs on the irrigation plan for consistency and clarity for the contractor. Move the emitter quantities per plant type to the irrigation plan.

16. Multi-trunk trees do not need staking. Update note number 8 in the General Notes (Landscape). Add the following notes to the landscape plan: Tree stakes may be omitted if the tree is able to support itself upright without leaning or bending regardless of caliper size. All trees 2-inch caliper or greater that are standing upright and not bending shall have the tree stakes removed prior to final site landscape inspection. Add a note to remove all nursery stakes.

17. There are two sets of General Notes (Landscape). Change the name of one of the sets of notes or have one set of notes that are numbered 1 through 28.

18. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

19. Label all of the project property lines on all sides, on all sheets with a plan view within the set of plans.

Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 30, 2025.

2-06.3.0 FORMAT REQUIREMENTS

To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0824-00228, the development plan for
several new duplex buildings at an existing residential site. This development is located in the
N.E. quarter of the N.E. quarter of Section 12, Township 15S, Range 13E, of the Gila and Salt
River Meridian. The development site occupies parcel numbers 138-10-0090, covers
approximately 1.2 ± acres, and is zoned as Residence 2 Zone (R-2). The nearest major
roadway intersection is East Drexel Road and South Nogales Highway, approximately 425 feet
to the northeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the 1st submittal of this project and is not requiring a
resubmittal of this project.
Although this project does not propose a change in plan designation or zoning the Tucson
Airport Authority highly recommends the applicant add the following notes into the general notes
of the revised development plan. This project is located approximately 1 mile north of Tucson
International Airport and is within FAA traffic pattern airspace, an area which would be subject to
aircraft overflight and noise due to being in close proximity to Tucson International Airport.
The proposed notes would provide a means of assuring that future owners and tenants of the
property are aware they are in proximity an airport and further assures the continued right of the
City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson
International Airport the right to utilize the airspace above or near the property. This would be
accomplished through the property owner recording the Avigation Easement and providing the
Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport
Authority believes the proposed note helps to support the City of Tucson Airport Environs
Overlay Zone and supports Plan Tucson – Regional and Global Positioning policy 4 (RG-4).
1."That prior to the City's approval of the proposed development, the property owner
must record the Avigation Easement that discloses the existence and operational
characteristics of the Tucson International Airport to future owners or tenants of the
property and further conveys the right to the public to lawfully use the airspace above the
property. The Avigation Easement shall be recorded in a manner with the Pima County
recorder which shall document it as having title liability. The content of such documents
shall be according to the form and instructions provided.”

Subject: Site Development Plan New Duplexes

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 1/10/2025. There are existing facilities within the development which are
depicted upon the plan. There are existing overhead poles and underground lines that
are in conflict. Electrical distribution to existing and new buildings will need to be moved
and rerouted at developer’s expense prior to construction. Further, New equipment
installs will require TEP easements per SR-108 Standards.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
