This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The current grading scheme is showing elevations that do not coordination with the commercial rainwater harvesting plan. Include percent slope and direction in between all of the spot elevations shown on site. There are a couple of areas that should be sloped toward the water harvesting infiltration area but are actually sloped the opposite direction. There are also spot elevations within the PAAL with the same elevation as the top of the adjacent curb and other areas with excessive slope within the PAAL. Site engineering will be added back into the next review to help coordinate a cohesive grading and drainage plan that will function and meet the intent of the commercial rainwater harvesting ordinance and provide functional site drainage. 2. Provide gutters, downspouts and scupper from the buildings directly adjacent to the sidewalk. Drainage from the buildings cannot sheet across the sidewalk.

TRANSMITTAL DATE: September 12, 2025

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 11, 2025. While technically ‘past due’, Zoning has determined that a new application will not be required for this review (and subsequent customer response / submittal).

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

1. COMMENT: Zoning acknowledges the requested Traffic Safety Modification Request (TSMR) has been approved. Add this approved case number in lower right-hand corner of the title block on all the sheets (next to TC-DMO and TD-DEV case numbers).

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

2. COMMENT: Comment #10/ Review #3 was not addressed. The distance between racks should be 4’ clear from the edge of the rack, not center to center. The top detail, detail 8-sheet S-2 shows the 4’-0” dimension to the center of each rack and needs to be clear like the lower detail. Add 2’-0” dimensions for all four bike racks (center of concrete pad to inside of bike rack).

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

3. COMMENT: Comment #12/ Review #3 was partially updated. Per 6.4.5.2.a., For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater.
