Thank you for the opportunity to comment on TD-DEV-0823-00378, the development plan for a new automatic sliding gate and pedestrian gate at 4777 East 29
th Street. This development is located in the S.W. quarter of the N.W. quarter of Section 23, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 131-04-399H, covers approximately 2.0 ± acres, and is zoned as Commercial Zone 2 (C-2). The nearest major
roadway intersection is East 29th Street and South Swan Road, approximately 500 feet to the southwest of the subject development.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of this project.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 30, 2024.

2-06.3.0 Format Requirements:

1. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

COMMENT: Provide a project-location map on the cover sheet. See Comment 6 for the information required to be provided on the map.

2. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

COMMENT: Provide a sheet index per the above standard.

2-06.4.0 Content Requirements:

3. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

COMMENT: Provide the information per the above standard on the cover sheet.

4. 2-06.4.2 - The title block shall include the following information and be provided on each sheet:
a. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

b. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

COMMENT: Add the above information to the Title Block.

5. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

COMMENT: Add the DP number, TD-DEV-0823-00378, per the above standard.

COMMENT: There was a previously approved DP for the site, T11CM01588. Add the permit number adjacent to the Title Block for reference purposes.

6. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information:
a. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area;
b. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,
c. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

COMMENT: Add the above information to the project-location map.

7. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____."

COMMENT: Add a note stating the existing zoning to the Cover Sheet.

8. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

COMMENT: Add a note providing the above information to the Cover Sheet.

9. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

COMMENT: Add a General Note to the cover sheet that provides the existing use of the property per UDC Table 4.8-4, and all associated. State if there is no proposed change in use.

10. 2-06.4.7.A.8 - For development package documents provide:
a. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

COMMENT: Provide a lot coverage calculation on the Cover Sheet. Per UDC Section 11.4.13, lot coverage includes: the area of a lot covered by buildings, storage areas, and vehicular use areas. Use the previously approved DP as reference. The previously approved DP can be found through the City’s research portal at: https://pro.tucsonaz.gov/

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

a. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

b. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

COMMENT: Add the above information to the site plan.

11. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

COMMENT: Add the above information to the site plan for adjacent properties.

2-06.4.9.H Proposed Traffic Circulation

12. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.
a. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled.

COMMENT: Provide a typical parking detail or add a dimension to the existing parking spaces per the above standard.

13. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

COMMENT: Provide the SVTs for 29th Street on the site plan.

COMMENT: Provide a note stating the required setbacks. See UDC Table 6.3-4A for the required setbacks.

Per UDC Article 6.4.5.C.2;

a. For nonresidential and multifamily development an abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater.

b. For nonresidential and multifamily development an abutting a Local Street: the minimum required street perimeter yard is 20 feet, as measured from the street property line.

14. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

COMMENT: Add the above information to the site plan for the existing buildings.

COMMENT: Provide the height of the proposed fence on the site plan.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route.

COMMENT: Identify the refuse collection area on the site plan.

15. COMMENT: Only provide site plans for this submittal. Structural and construction documents will be reviewed under the building permit case number.

16. COMMENT: Once the required information listed above is added to the site plan more comments may be forthcoming.
