Label sight visibility triangles and ROWs (existing and future) to all landscape plans. 4. Remove note 5.c under Maintenance Schedule on sheet L-1. There is no turf on site. 5. Bring Landscape Border on E Speedway to code if not already. 6. Show irrigation only meter. 7. Include spot elevations on the landscape plan for the water harvesting basins. 8. If using d.g at a 2” depth, ensure the rainwater harvesting basins are 8” in depth to account for the d.g. 9. Ensure the Grading Plan matches the Commercial Rainwater Harvesting Plan & the Landscape Plan. 10. Show all curb cuts/downspouts/splash pads on the commercial rainwater harvesting plan. 11. Show flow directions arrows on rooftops on the commercial rainwater harvesting plan. 12. Include directional arrows for all roofs on the commercial rainwater harvesting plan. 09/22/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Nathan Herrera Planner PROJECT: Development Package (1st Review) TD-DEV-0823-00342 TRANSMITTAL DATE: September 22, 2023 DUE DATE: September 9, 2023 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 01, 2024. 2-06.3.0 Format Requirements: 1. 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet. COMMENT: Show correct DP #, TD-DEV-0823-00342, on all sheets. 2-06.4.0 Content Requirements: 2. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. COMMENT: Add associated DP, DP14-0087, for the site in the lower right-hand corner of each sheet. 3. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. COMMENT: There is a billboard located on the property. Per UDC Article 4.8.6, a Billboard is a permitted use in the C-2 zone with the following Use Specific Standards- 4.9.4.G & Standards of Chapter 3 of the Tucson Code. Add this use to the Zoning and Land Use Notes section on Sheet 1. COMMENT: The use of the site is Automotive-Minor Service and Repair, with the following Use Specific Standard- 4.9.13.E. Change Note 4 on Sheet 1 to show this clarification. 2-06.4.7.A.8 - For development package documents provide: 4. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included. COMMENT: Provide a Lot Coverage Calculation on Sheet 1 that includes the above information. Provide an expansion calculation from the last approved Development Package, DP14-0087. 2-06.4.8 - Existing Site Conditions 5. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. COMMENT: Provide the above information on the site plan. 6. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. Land splits require a separate permit and review. COMMENT: Note 2 on the Cover Sheet references “Lot Line Reconfiguration”. There is not a lot line reconfiguration on file, either remove the reference or clarify the proposed lot line reconfiguration on the site plan. 2-06.4.9.H Proposed Traffic Circulation 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 8. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. COMMENT: Per UDC Table 7.4.4-1, for Auto Washing, Full-Service parking is required at 1 space per 500 square feet of gross floor area, including service bays, wash tunnels, office, and retail areas. Provide the required parking ratio on the Sheet 1, and show the required parking on the site plan. Parking will be required for the square footage associated with the existing 2,994 square foot building and existing car wash drive-through. COMMENT: Per UDC Table 7.4.7-1, the minimum vehicle stacking capacity per drive-through lane for a full-service Auto Washing use is 4 vehicle spaces. COMMENT: Per UDC Article 7.4.7.B.1. Each stacking space must be a minimum of 9 feet in width and 18 feet in length. Demonstrate on the Site plan how this requirement is being met for the drive-through areas. 10. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long-term bicycle spaces required and provided. COMMENT: Per UDC Table 7.4.8-1, the minimum required bicycle parking spaces in the Commercial Use group are 2 short-term spaces, and 1 space per 12,000 square feet of gross floor area with a minimum of 2 spaces required for long-term. Show the required bicycle parking on the Site Plan and updated the parking calculation on Sheet 1. 11. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. COMMENT: Show the required setbacks and sight visibility triangles on the Site Plan. COMMENT: Per UDC Article 6.4.5.C.2.a, the required setbacks for nonresidential development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan , whichever is greater. COMMENT: Change the Perimeter Yard note on Sheet 1 to show the correct setback. Identify the setback on the Site Plan. 12. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). COMMENT: Provide the height and square footage for the “JMCO Canopy”, Keynote 20, on the Site Plan. 13. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. COMMENT: The proposed Dumpster Enclosure appears to be located beneath the existing billboard on the site. The billboard requires a vertical clearance area and any proposed construction for the enclosure should ensure structural elements of the billboard are not disturbed. Additionally, per Technical Standards Manual Section 8-01.5.3.B, “a minimum vertical clearance of 25 feet, shall be provided in front of each waste enclosure.” Demonstrate how these standards are being met or the dumpster may need to be located elsewhere on the site. 14. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. COMMENT: Aerial imagery show an existing billboard on the site. Identify the location of the billboard on sheets 3-8. 15. COMMENT: Additional comments may be forthcoming depending on the provided expansion calculation and may include standards related to the on-site billboard.
