This development is located in the N.W. quarter of the N.E. quarter of Section 13, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 117-17-0590, covers approximately 3.21 ± acres, and is zoned as Historic Office Zone 3 (HO-3). The nearest major roadway intersection is East 13 th Street and South 5 th Avenue, approximately 100 feet to the southeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of this project. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is August 8, 2024. 1. COMMENT: 2-06.3.10 – Include a legend on the cover sheet that shows and describes all symbols used on the drawings. 2. COMMENT: 2-06.3.12 – The index of sheets on the cover sheet includes Sheet S-1 which was not submitted with the development package. Remove this sheet from the sheet index. 3. COMMENT: 2-06.4.2.D – The title block indicates that the development package consists of four sheets; however, only three sheets were submitted within the development package. Ensure the correct total number of sheets is provided within the title block on each page. 4. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0823-00341, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.7.4 – Indicate that the existing and proposed uses of the property are both Civic Assembly as well as Parks and Recreation, subject to use-specific standard 4.9.13.K. 6. COMMENT: 2-06.4.7.A.6.a – As the site is located within the Armory Park Historic Preservation Zone (HPZ), historic review is required and shall be approved prior to approval of TD-DEV-0823-00341. If the historic application is approved, provide the case number adjacent to the title block on all sheets. Additionally, provide a general note on the cover sheet stating the case number, date of approval, and if applicable, any conditions of approval. 7. COMMENT: 2-06.4.8.A - Provide site boundary information in bearings, including bearing in degrees, minutes, and seconds. 8. COMMENT: 2-06.4.8.C – Ensure the right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks are accurately depicted on the site plan. Based on available paving plan information, the distance from the edge of curb to the property line is 12’, with a half right-of-way dimension of 39.6’. 9. COMMENT: 2-06.4.9.H.2 – Provide future sight visibility triangles adjacent to the project. 10. COMMENT: 2-06.4.9.S – On the cover sheet, the fence appears to be proposed within the right-of-way between the pedestrian circulation path along 13th Street between the sidewalk and curb. Additionally, the fence appears to cross the pedestrian circulation path at the corner of 13th Street and 5th Avenue. Clarify the location of the proposed fence on the cover sheet and ensure consistency with what is depicted on the site plan.
