Since this is a group R-3 occupancy, the max distance to a fire hydrant is 600 feet per 2024 IFC 507.5.1. *2024 IFC Appendix B table B105.1 states the required fire flow may be cut in half by adding an approved automatic fire sprinkler system throughout the building. *2024 IFC Appendix D defines fire access road requirements. The following comments must be addressed prior to approval. Provide the development package case number (TD-DEV-0726-00208) adjacent to the title block on each sheet of the plan set. [AM 2-06.3.3] 2. As the property is located within Starr Pass HOA – Approval from the HOA Design board will be required at time of resubmission. 3. Provide the page number and total number of pages within the Development Package plan set (i.e., sheet xx of xx) on the bottom right corner of each page. [AM 2-06.4.2.D] a. Ensure this remains consistent across the entire plan set. 4. Provide the following general note on the plans: The parcel and this project are subject to Hillside Development Zone overlay Standards and grading requirements. [Administrative Manual 2-06.4.7.6 & TSM 9-01.1.2.5.E] 5. Revise the project data provided at the right hand side of the plans to show to proposed height of the new SFR. [UDC 5.2.7.A] 6. In accordance with the final plat for WILDCAT PASS subdivision provide the following on plan view with applicable keynotes/callouts: a. The 1’ No access traffic control easement that runs along the entirety of the Northern property boundary b. The 10’ Public utility easement that runs along the Eastern property boundary 7. Revision required – The ACS calculation shown in the upper left corner of the plans indicates 15,942 SF of total proposed grading, while the cut/fill quantities table at the bottom of the plans states 16,879 SF of proposed grading area. Revise the plans so that the proposed grading area is consistent throughout all locations on the sheet. 8. Clarification required – Identify the purpose and limits of the dark shaded areas depicted along the eastern portion of the property. Provide a legend entry or callout defining this hatch. 9. Driveway slope – Provide the proposed slope (%) for the driveway, including the maximum grade and any grade breaks. Confirm the proposed slope complies with the applicable maximum driveway grade. a. Dimension the width of the proposed driveway on the plan view 10. Swale/interceptor cross-section detail – Revise the swale cross-section detail to include the following: a. Dimensions of the swale/interceptor drain, including minimum depth and paved width. b. Existing and proposed elevations, including the proposed rock cut wall shown in plan view. c. The horizontal distance between the residence/building pad and the swale. d. Compliant material designation e. The required clearance distance from the proposed single-family residence (SFR). 11. Cross-section detail – south side of SFR – Provide a cross-section detail taken across the southern portion of the proposed SFR. The detail shall show: a. Compliant clearance between the residence and all adjacent grading cuts and walls. b. The full extent of the proposed swale, including the same information required in Comment 13. 12. Swale setbacks – Provide setback dimensions from the proposed swale to both the southern and northern property lines. 13. Wall-to-swale clearances – Delineate and dimension the distances between the proposed patio/yard wall and the proposed swale along the southern and eastern portions of the development. 14. Provide the following general note: Retaining walls and/or screen walls referenced on this plan are to be designed by others. Elevations shown hereon are for reference only. The contractor shall confirm exact elevations. All retaining/structural walls and/or screen walls require a separate building permit and are not covered under the grading permit for this project. a. Ensure to update keynotes/callouts on grading sheet to state – “To be Built under separate permit” 15. Spot Elevations – Provide more elevation data to ensure effective drainage relating to the: a. | 08/24/2026 | Site Zoning Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL REVIEWED BY: Jeffrey Cassidy – Planner PDSD Zoning Review Section PROJECT: Grading Permit required by Plat Development Package (1st Review) TD-DEV-0726-00208 3380 W LOST STARR PL TUCSON, AZ 85745 TRANSMITTAL DATE: August 24, 2026 Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is July 27, 2027. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.4 CONTENT REQUIREMENTS 4.1 General content for all submitted plans must include the following: 4.1.A The cover sheet (or first sheet of the plan set) shall include: 4.1.A.1 Name/mailing address/email/phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents. 1. COMMENT: 2-06.4.1.A.1 – Provide missing information for property owner per 4.1.A.a. standard. 4.1.A.5 A legend that shows and describes all symbols used on the plans. 2. COMMENT: 2-06.4.1.A.5 – Provide missing information for symbol legend per 4.1.A.5. standard. 4.1.B A title block on each sheet that includes: 4.1.B.3 Recording information of the existing subdivision or case number of the proposed subdivision, if applicable; 3. COMMENT: 2-06.4.1.B.3 – Provide missing subdivision case (S02-008). 4.1.B.5 The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: 2-06.4.1.B.5 – Update drawings to meet this standard. 4.1.B.6 The administrative street address and relevant case numbers (DP, subdivision, rezoning, BOA, DDO, PDMR, TSMR, overlay, etc.). 5. COMMENT: 2-06.4.1.B.6 – Provide the development package case number, TD-DEV-0726-00208, adjacent to the title block on each sheet. 4.2 Required zoning and land use notes: 4.2.D. Identify the existing and proposed use of the property as classified per the UDC. Reference all UDC use-specific standards applicable to the proposed uses. 6. COMMENT: 2-06.4.2.D – Add Existing Use: Vacant, Undisturbed Land; Proposed Use: Single Family Residence, Detached 4.2.F. If a plan/plat is prepared in conjunction with other applications/overlays or the parcel being developed is subject to conditions of an application processed previously, provide the following info on the plan and specify which lots are affected. List additional applications/overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. COMMENT: 2-06.4.2.F – Include a note stating “This project is designed to meet the overlay zone(s) criteria of UDC Article 5.2, Hillside Development Zone (HDZ).” Include a note stating “This project is designed to meet the overlay zone(s) criteria of UDC Article 5.7, Environmental Resource Zone (ERZ).” 4.7 Existing and Proposed Site Conditions. The following information shall be provided on the site plan or plat drawing, as relevant to the drawing type, to indicate the existing and proposed conditions on site. In all instances, a distinction shall be made between existing and proposed conditions for clarity. Additional information regarding conditions within 50 ft or across a street may be requested by a reviewer if needed to adequately complete a full review. 4.7.A Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 7. COMMENT: 2-06.4.7.A – The property line information is not accurate. Per the recorded plat via https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=59041 re-draw and notate the northings, eastings and property line lengths. As a result, update the property square footage total in square feet and acreage. 4.7.F Indicate all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. Indicate graphically, where possible, compliance with conditions of rezoning. 8. COMMENT: 2-06.4.7.F – Update zoning label of the west neighbor from R-1 to SR. 4.7.G Illustrate or provide notes on all applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning. 9. COMMENT: 2-06.4.7.G – At a minimum, provide a table of all the setbacks for this property. 4.7.H Illustrate all buildings and provide the square footage, the height, the proposed use, and the number of units (if applicable) within the footprint of each building(s). 10. COMMENT: 2-06.4.7.H – Provide the height of the proposed single-family residence (per UDC 5.2.7.A). 4.7.I All easements (utility, sewer, drainage, access, etc.) shall be drawn, dimensioned, and labeled on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Indicate if any existing easements are proposed to be abandoned or vacated. Should an existing easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. The easements may have to be recorded and the recordation information added to the development package prior to approval. Obtain review for conflicts and written concurrence from existing easement holder(s). Said written concurrence must be present as a part of the final package for approval or evidence that the easement will be moved resulting in no additional conflicts. 11.
