Site Engineering Review Comments:
1. Provide the development package case number (TD-DEV-0726-00190) adjacent to the title block on each sheet of the plan set. [AM 2-06.3.3]
2. Revise general note #15 – the City of Tucson adopted The IBC 2024 with ICC A117.1 2017 edition at the beginning of 2026
a. Update Keynote #29 (Sheet 3) accordingly.
3. Provide complete trash enclosure construction details in compliance with TSM 8-01.5.0. Details must address wall materials, wall height, gate type and swing, foundation, and enclosure dimensions. It is strongly encouraged that the figures presented in TSM 8-01.9.0 be used as the minimum basis for the enclosure and dumpster layout details shown on the plans.
a. This will need to be addressed regarding the new dumpster proposed at the Southwest corner and southcentral portion of the development.
b. As this proposal is an expansion to a commercial site with existing dumpster service but no built enclosures, Environmental services approval will be required to accept that they will have no issues in regard to servicing this commercial property within this method (Dumpsters without established enclosures). The contact to reach out to at ES will be Andy Vera at Andy.vera@tucsonaz.gov. Please submit the approval provided for the resubmission of this development package.
c. If approval is given, ensure to be aware that this request will be managed as a TSMR which will require the submission of a Technical Standards Modification Request at time of resubmission of this development package.
4. Clarification required – regarding the vehicle access gates (3 total) – denote on the site plan (Sheet 3) which gates are intended for everyday use vs. emergency access only.
a. In regard to the Southeastern most vehicle gate area – are pedestrian gates also proposed similar to the northern gate access? If so, ensure to update plan view with applicable keynote references.
Grading & Drainage Comments:
5. Basin Setbacks from both existing and proposed Structures. Dimension on the grading plan the setbacks from all proposed & existing structures to all detention, retention, and water harvesting basins, and demonstrate compliance with the following minimums:
a. Stormwater harvesting basins: minimum 10 feet from structures, measured from the top of the basin slope, or the minimum setback specified in a geotechnical report for the project. [DSSDR §4.14.1.2 §5.3.1.11.d] The report explicitly states that based on the conditions of existing soil conditions, 10-feet must be adhered to.
b. It will be required that all proposed water harvesting areas proposed be reevaluated.
c. Landscaping plans – Keynote 7 – The landscaping plans contain keynote #7 referencing proposed infiltrator system chamber. It will be required that these chambers systems adhere to the minimum setbacks established

Drainage Report Comments:
6. The report does not demonstrate drain-down compliance for the proposed basins nor underground infiltrator chambers as required by DSSDR Section 4.5. The resubmission must include a dedicated section that calculates and documents the drain-down time for each basin using results from site-specific infiltration testing. The section should showcase this drain down compliance using the results from the required infiltration testing completed.
7. Provide all City of Tucson Hydrologic Data sheets within the drainage document used for computing the 2-, 10-, & 100-year peak discharges. Pima County Data sheets will not be solely accepted.
a. Ensure to use the required 3-inches for the areally reduced one-hour rainfall depth for calculations found in COT Drainage Manual Table 4.1.
8. Provide an inspection and maintenance protocol including frequency of inspection, a checklist of items to be inspected and recommended maintenance when an inspection identifies a maintenance requirement and shall be prepared by an Arizona registrant. The protocol may be included in the project drainage report or prepared as a separate document. The protocol shall be reviewed and approved by the Floodplain Administrator prior to approval of the tentative plat or development plan. The protocol shall be delivered to the entity responsible for inspection and maintenance. An example of a detention basin inspection and maintenance checklist is provided in Appendix F. DSSDR 4.1.1. THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Overall, the plans look great and appear to be in compliance with UDC landscape standard for landscape borders and parking lot trees. A pre-application meeting was not completed for this project that I am aware of. This appears to be a tenant improvement project with minimal expansion of building area and optional landscape site improvements at the interior of the site. Please provide an overview of the project for landscape requirements and prior coordination with storm to shade and site zoning for review purposes. A summary on the landscape cover sheet about the project or an email directed to me would be great.

2. The storm to shade improvement plans are stated by others on the cover sheet? It appears that the entire landscape plan set is done by the same design firm.

3. The rainwater harvesting percentage is currently reaching only 38 percent. If there has been coordination with the storm to shade review section with regard to allowing a lower percentage, then please include reasoning and correspondence between parties.

4. PER THE ABOVE: This is an existing site and achieving the required 50 percent will be a serious challenge. I am ok with the percentage being 38 percent, as you have made a reasonable effort to achieve the requirement.

5. Some of the WHIA shown on the commercial rainwater harvesting plan do not match up with the basins shown on the grading and drainage plan. Please coordinate with the site civil to make sure the plans match with basin size and location.

6. It appears that basins are tied together with plastic pipes. If any scuppers are needed for excess water, please coordinate this information with the civil engineer.

7. ROW landscape approval is required for all landscape elements located in the ROW. David Marhefka is being added to the review cycle.

8. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

9. Include the Activity Number TD-DEV-0726-00190 on all sheets in the plan set.
