This review was conducted for compliance with applicable development criteria including the City of Tucson Unified Development Code (UDC), Administrative Manual (AM) Section 2-6, and Technical Standards Manual (TSM) sections governing waste management, pedestrian access, hydrology – retention/detention requirements, and all applicable site standards. The following comments must be addressed prior to approval. To help facilitate a timely resubmittal, please provide updated plans and calculations along with a written response to each comment, indicating what action was taken and where the change can be found on the plans. Do not use revision clouds on resubmittal drawings — clouds are reserved for post-permit revisions only. Submit your response letter and updated plan set & reports as separate files. Provide the development package case number (TD-DEV-0726-00187) adjacent to the title block on each sheet of the plan set. [AM 2-06.3.3] 2. Provide the Zoning and Land Use General note: “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” [AM 2-06.4.7.B.1] 3. Clarification required – will this open area enclosed by the fencing and gates ever be used by vehicles or require vehicle access? a. If the gates shown are intended to be vehicle gates, Revise the site plan provided to provide compliant Sight visibility triangles for the site entrance: Tucson BLVD is designated as a Collector Road. This designation will be used for Table 5.3. Refer to TSM 10-01.9.0 Figures 16-18 for examples of SVTs. [TSM 10-01.5.0.] b. Confirm that no proposed structures, walls, signs, landscaping, or other vertical elements exceeding the allowable height limit encroach within the established SVT at any site access point c. If Vehicles will be used within this area, surfacing requirements may need to be addressed per UDC 7.4.6.I. 4. As the subject property/site is located within a locally mapped floodplain with associated regulatory limits of Treat Avenue FP – a floodplain use (FPU) permit application will be administratively begun and processed for the development to assure compliance with establish floodplain regulations and standards. No further action is required for this comment. 5. With review of aerial imagery and applicable code violations – it will be required that the submitted plans be revised to provide the applicable information: a. Provide sufficient spot elevations – they should show existing vs. proposed (New) elevations b. Show limits of the grading work disturbance c. Total cut & fill quantities with applicable total area of disturbance in SQ FT & Acres 6. Provide a note with the fence detail that states: “The bottom 6-inches from natural/finished grade and up shall remain free and clear of obstruction to allow for the conveyance of flood waters. 7. As Tucson BLVD is a designated Major Street & Route – it will be required that vehicle maneuverability be demonstrated. Revise the plans to properly delineate both the property line vs ROW along the Western frontage. |

| 08/11/2026 | Site Zoning Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL REVIEWED BY: Krista Hansen – Lead Planner PDSD Zoning Review Section PROJECT: The Drawing Studio Development Package (1st Review) TD-DEV-0726-00187 (2750 N TUCSON BL) TRANSMITTAL DATE: 8/11/2026 Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is July 12, 2027. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.4 CONTENT REQUIREMENTS 4.1.B.6 The administrative street address and relevant case numbers (DP, subdivision, rezoning, BOA, DDO, PDMR, TSMR, overlay, etc.). 1. COMMENT: 2-06.4.1.B.6 – Provide the development package case number, TD-DEV-0726-00187, adjacent to the title block on each sheet. 4.2.A. List as a note: “Existing zoning is ____.” 2. COMMENT: 2-06.4.2.A – The zoning classification is C-1. Please correct under “Project Site and Data.” 4.2.D. Identify the existing and proposed use of the property as classified per the UDC. Reference all UDC use-specific standards applicable to the proposed uses. 3. COMMENT: 2-06.4.2.D – Under “Project Site and Data,” add the existing and proposed Use, which is “Educational Use – Instructional School, subject to UDC Use Specific Standards 4.9.13.O.” 4.3.A List the following notes on all plans/plats: “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” 4. COMMENT: 2-06.4.3.A – Under “Drainage Notes,” add the note listed in the standard above. 4.7.A Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 5. COMMENT: 2-06.4.7.A – Provide the information listed in the standard above. 4.7.F Indicate all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) on the drawing with zoning boundaries clearly defined. 6. COMMENT: 2-06.4.7.F – On the site plan, add the adjacent zoning classifications, which are: O-3 to the west, C-1 to the north and east, and R-2 to the south. 4.7.H Illustrate all buildings and provide the square footage, the height, the proposed use, and the number of units (if applicable) within the footprint of each building(s). 7. COMMENT: 2-06.4.7.H – On the site plan, provide the information listed in the standard above. The Lot coverage calculations include a 2,720 sq ft dwelling. Clarify where this structure is on the site. 4.7.V.1 Indicate if streets within or adjacent to the site are public or private, the street names, recordation type, utility locations, and fully dimensioned widths, curbs, and sidewalks. 8. COMMENT: 2-06.4.7.V.1 – Label N Tucson Boulevard as a Major Street and Route, Collector. Dimension the right-of-way width. 9. COMMENT: The Assessor Record Map shows a 20 ft alley south of the parcel. On the site plan, dimension the alley from the property line, not from the building.
