Site Engineering Review Comments:
1. Provide the development package case number (TD-DEV-0726-00175) adjacent to the title block on each sheet of the plan set. [AM 2-06.3.3]
2. Revise General Note #8 to read: No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual. [AM 2-06.4.7.C.2]
3. Site plan (Sheet 3) - Revise the site plan provided to provide Sight visibility triangles for all site entrances: Flowing Wells RD is designated as an Arterial Road. This designation will be used for Table 5.3. Refer to TSM 10-01.9.0 Figures 16-18 for examples of SVTs. [TSM 10-01.5.0.]
a. Confirm that no proposed structures, walls, signs, landscaping, or other vertical elements exceeding the allowable height limit encroach within the established SVT at any site access point. Where conflicts exist, the site design must be revised to achieve full compliance.
4. Site plan (sheet 3) – Keynote #11 (Trash Enclosure) appears to be incorrectly used at the proposed new apron along the West boundary of the development. Revise accordingly.
5. Provide keynotes and call-outs identifying all new and/or existing structure downspouts and sidewalk scupper locations on the grading plan & site plan sheets. Sidewalks shall be flood free for all storm discharges up to and including a ten-year frequency flood event, and drainage flowing across any pedestrian circulation path shall be conveyed under the path for up to and including the ten-year frequency flood events [TSM 7-01.4.1.E and 7-01.4.3.E].
6. Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means [TSM 7-01.4.2].
a. The proposed pedestrian connection connecting the site to Frontage sidewalk along Prince RD will need to be revised to meet the requirements of TSM 7-01.4.1.A & 7-01.4.2. The core issue as proposed is pedestrians will be forced to walk directly through the vehicle use area with no form of vertical protection nor refugee location.
7. Provide dimensions for all PAAL widths shown on Site plan (Sheet 3).
Waste Management Comments:

8. The trash enclosure details and grading plan sheets must be revised to correctly show the required drainage slopes at and around all trash enclosure locations per TSM 8-01.0.0. The following slope requirements must be reflected on both the detail sheets and the grading plan for every enclosure on the project:
a. The approach ramp and surrounding pavement must slope at a minimum of 2% away from the enclosure to prevent water intrusion and standing water at the enclosure pad.
b. The enclosure slab must slope at a minimum of 1% toward the gate to drain away from the enclosure interior.
c. These slope requirements must be explicitly labeled and dimensioned on the grading sheets and the enclosure detail for each enclosure location. A generic note referencing compliance is not sufficient — slopes must be graphically shown and confirmed on the plans.
9. As this proposal is an expansion to a commercial site that utilizes APC’s, Environmental services approval will be required to accept that they will have no issues in regard to servicing this commercial property within this method (APC’s continuation). The contact to reach out to at ES will be Andy Vera at Andy.vera@tucsonaz.gov. Please submit the approval provided for the resubmission of this development package.
a. If approval is given, ensure to be aware that this request will be managed as a TSMR which will require the submission of a Technical Standards Modification Request at time of resubmission of this development package.
10. The plans do not demonstrate compliance with TSM 8-01.5.1.A, which requires that adequate space be provided for both solid waste and recycling collection services. Revise the plans to clearly show that each proposed APC provides designated separate space for solid waste containers and recycling containers.
11. Waste Stream Calculations (Sheet 2) – revise the calculations to include the entire square footage as they currently only show 559 SQ FT.
12. Existing electrical infrastructure – The location where the new trash enclosure is proposed is shown to have both electrical and communication lines running directly overhead. This will need to be addressed
a. Ensure to delineate the required clearance is 14x40 feet with a required height clearance of 25ft. TSM 8-01.0.0. Please show this required space delineated for the trash enclosure.

SITE LANDSCAPE/NPPO SECTION COMMENTS

1. *THE PRE APPLICATION MEETING COMMENTS DATED 4.1.2026 UNDER ACTIVITY NUMBER TP-PRE-0326-00064 WERE NOT INCLUDED WITH THIS PLAN SET. SEE BELOW PRE APPLICATION COMMENTS FOR REFERENCE AND GUIDANCE IN THE PREPARATION OF A SIMPLE LANDSCAPE AND IRRIGATION PLAN SET.

2. This site requires an update to the parking design. Any parking requirement/updates trigger parking lot canopy trees. Parking lot trees are required at a rate of 1 tree per 4 parking spaces within the parcel limits per UDC 7.6.4.B

3. A previously approve plan set exist for this site and that site plan includes landscape plant material at the corner of Prince and Flowering wells. For approval of this permit, the site must revert back to match the originally approved landscape plan. If a copy of the approved plans is needed for reference, then please let us know and a copy will be provided.

4. With the above-mentioned comments, with the formal submittal, please provide an updated set of site landscape plans. This plan set will need to include a planting plan, irrigation plan and all applicable details required to complete the work.

5. ADDITIONAL RECOMMENDATION COMMENTS: **It is recommended that street landscape borders per UDC 7.6.4.C.2 and Table 7.6.4-1 be provided on this site. If it is decided that the site will be updated to current site landscape and screening standards, then the street landscape borders will need to be designed to the future ROW. Depress any landscape planting areas proposed on site and provide underground drip irrigation. In addition, to answer your pre-application landscape question, 5 feet of the ROW can be used to meet the 10-foot requirement with approval from DTM.

6. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

7. Include the Activity Number TD-DEV-0726-00175 on all sheets in the plan set.

Thank you.

As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled.
