This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 4, 2026. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0725-00195, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.4.B – Label Echols Ave on the location map. 3. COMMENT: 2-06.4.4.C – Label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT: 2-06.4.7.A.4 – As a general note identify the existing use. 5. COMMENT: 2-06.4.7.A.4 – The proposed use listed under General Note 3 is not a use and it is not clear where you got the Use Specific Standard listed for the use. Note 3 should include all proposed uses along with any applicable Use Specific Standards. 6. COMMENT: 2-06.4.7.A.6.a – Remove General Note 27 from the plan as AEZ and FHZ do not apply to this site. 7. COMMENT: 2-06.4.7.A.6.a – Remove the reference to “ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCR) from General Note 29 as Stone is not designated as a Gateway on the MS&R Map. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 8. COMMENT: 2-06.4.8.A – Provide site boundary bearings in degrees, minutes, and seconds for all property lines. 9. COMMENT: 2-06.4.8.C – Provide a distance from face of curb to the west property line dimension the sidewalk along Stone. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 10. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.F.4 are met for the proposed parking area. 11. COMMENT: 2-06.4.9.H.5.a – Provide a standard vehicle parking space detail. 12. COMMENT: 2-06.4.9.H.5.a – Under the parking calculation you reference UDC 7.4.6.B.1. Clearly demonstrate that the requirements of 7.4.6.B.1.b, & .d are met. On street parking does not work. If you want to use on street parking an Individual Parking Plan will need to be submitted and approved. 13. COMMENT: 2-06.4.9.H.5.a – Cleary demonstrate how parking vehicles will prevented from overhang the south property line near the southwest corner of the site. 14. COMMENT: 2-06.4.9.H.5.a – Following discussions with staff, Elisa Hamblin, Zoning Administrator, the use “FITNESS” is considered a Commercial Recreation use and therefore the 1 space per 200 SF is not correct and should be 1 space per 300 SF. 15. COMMENT: 2-06.4.9.H.5.d – Provide a short- and long-term bicycle parking calculation on the plan. 16. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f & .g are met for the short-term bicycle parking. 17. COMMENT: 2-06.4.9.H.5.d – Cleary show the location of the proposed long-term bicycle parking on the plan and provide a detail that clearly demonstrates how the requirements of UDC Article 7.4.9.D are met. 18. COMMENT: 2-06.4.9.O – Per UDC Article 6.4.5.C.2.b for nonresidential and multifamily development abutting a Local Street: the minimum required street perimeter yard is 20 feet, as measured from the street property line, proposed setback to the east property line, Echols Ave. is 0’-0”. A Board of Adjustment for Variance will need to be submitted and approved. An option to reduce the setback would be to go through the Downtown Area Infill Incentive District (IID), UDC Article 5.12, process for this site. 19. COMMENT: 2-06.4.9.R – Clearly demonstrate how the requirements of TSM Section 7-01.3.3 are met from all proposed building to all existing buildings. 20. COMMENT: 2-06.4.9.R – Provide width dimensions for all sidewalks shown on the plan. 21. COMMENT: 2-06.4.9.R – The pedestrian walk striping called out under Keynote 17 must be a sidewalk, TSM Section 7-01.4.1.D, meeting the requirements of TSM Section 7-01.4.2 & .3 22. COMMENT: 2-06.4.9.R – The proposed short-term bicycle parking appears to encroach into the required sidewalk width, clearly demonstrate that the minimum width is maintained, TSM Section 7-04.4.3.A.
