12/16/2025 Floodplain Administration Review Standard REQUIRES RESUBMIT TO: Bill O'Brien, PE, CFM
RE: Wrightstown HOA Erosion/Scour Protection Project TE-FPU-0625-00259, TD-DEV-0725-00192
DATE: 16DEC25 (previously provided via email November 5, 2025)

Please address the following comments:
1) UDC Sec 7.14.4.1.3.1: Please note that a Floodplain Use Permit approval required prior to construction activity.
2) TS Sec 4-04.1.5: Revised drainage report and plans shall be submitted with the Floodplain Use Permit application to address the following conditions:
a) TS Sec. 2-01.9: Revise sheet 3 of Grading Plan to show proposed grading for spurs exclusively located within the HOA Common Area with 2-ft setback from property line.
b) Add to report that the project is located within the City of Tucson limits and the Robb Wash Watershed (TSMS id: MW) which is part of Tucson Stormwater Management Study master plan (TSMS). This watershed is originally designated as non-designated watershed management area and adopted in 2020 as a Balanced Basin Management Plan area.
c) Clarify in report how the proposed spurs do not increase adverse impact to adjacent properties. The existing & proposed overlay floodplain exhibit provided in this last submittal shows adverse impacts to existing driveway of neighbouring parcel and therefore proposed spurs can not be accepted as designed.
d) Add verbiage to clarify that spurs are proposed for engineering justification and / or per City of Tucson Drainage Manual section 4-04.9.5.2 (slow erosive velocities) and state that downstream conditions are generally not impacted as downstream existing channel indicates signs of erosive degradation and / or other reasons.
e) In report, clarify that project is designed to meet City of Tucson drainage requirements (it is not required to meet county regulations when located in the city jurisdiction although consultant may recommend using additional or other methodologies than City of Tucson drainage regulations with engineering justification).
f) Label Channel Section detail numbering on grading plan sheet 4 as seen on sheet 3.
g) Add notation regarding agitation of rock and other installation requirements for gabions to grading plan notes or planviews.
h) If required by PDSD, submit ERR report as appendix to drainage report for considerations for Protected Riparian Area in floodplain per TS Sec 4-03. This is a short report that identifies responsible party of maintenance and other basic characteristics for the project’s impact to riparian floodplain. Call to discuss.
