| 08/18/2025 | Site Zoning Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Krista Hansen – Lead Planner PDSD Zoning Review Section PROJECT: Pastime Flats Subdivision – Subdivision Development Package (1st Review) TD-DEV-0725-00190 321 W PASTIME RD – R-2 TRANSMITTAL DATE: August 18, 2025 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 21, 2026. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 1. COMMENT: Per Unified Development Code (UDC) Section 6.6.3.B.5., “an ADU is limited to 75% of the gross floor area (GFA) of the principal dwelling.” The ADUs proposed on Lots 1 – 5 exceed 75% of the GFA of the principal dwelling, and therefore, are all considered a second single-family residence (SRF). The R-2 zone allows 15 units per acre (2,904 sq ft per unit). A minimum of 5,808 sq ft is required for two SFR units on one lot. Lots 2, 4, and 5 do not meet the minimum lot size for two SFRs. Either modify size of ADUs or adjust lot lines to meet the requirements. 2. COMMENT: Draw and dimension setbacks from all existing and proposed structures to all applicable lot lines. To confirm setbacks, provide the wall height of each structure within the footprint of the building(s). CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 3. COMMENT: Provide the development package case number, TD-DEV-0725-00190, adjacent to the title block on each sheet. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: The proposed use is listed as a “Single-Family Subdivision.” Currently the proposed lots function as one site due to the potential for shared access and/or parking. Demonstrate how all five lots will function separately and independently of each other; otherwise, this could be considered one multi-family development and potentially be subject to full commercial development standards. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. 5. COMMENT: This site is not located in an overlay zone or along a Major Street and Route. Remove Note 24 from General Notes. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 6. COMMENT: On the site plan, add the floor area of each main residence within the footprint of the structure. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 7. COMMENT: Provide the information as stated in the standard above. 2-06.4.9.H - Proposed Traffic Circulation 2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections. 2-06.4.9.H.2 - Show future and existing sight visibility triangles (STV). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 8. COMMENT: Show SVTs for driveways along Pastime Rd. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 9. COMMENT: Per the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route to each individual unit from the sidewalk or private street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials. ***For additional information on the any standard presented in this memo, please refer to the City of Tucson “Unified Development Code” – Administrative Manual Section 2-06 or Technical Standards noted in the comments. https://www.tucsonaz.gov/pdsd/all-codes-plans-determinations If you have any questions about this transmittal, Contact Krista Hansen by email Krista.hansen@tucsonaz.gov |
