| 11/05/2024 | Site Landscape | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: NEW DUPLEX FOR A TOTAL OF 3 UNITS, WHICH INCLUDES THE EXISTING SFR ACTIVITY NO: TD-DEV-0724-00211 ADDRESS/PARCEL: 2243 E SUNLAND VISTA/132110720 ZONING: R-2 RESIDENCE ZONE LAND USE: MULTIFAMILY REVIEW #2 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Remove the preliminary stamp from the Registered Architect seal. The plans must be signed and dated prior to approval. 2. There is a cross hatch over the tree planting details on sheet D5. Remove the cross hatch for detail legibility. 3. There are planting conflicts with the 4-foot-wide pedestrian sidewalk, callout number 9 on sheet D2. Revise the plant locations on sheet D3 at the sidewalk area and in any other areas that this may be occurring. 4. For the trees located near the sidewalk, include a construction detail showing root barriers for trees located near hardscape areas. See Detail 402 located here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects The tree planting detail on sheet D5 can be modified to include the root barrier. This detail is for trees within 5 feet of hardscape, so if one side shows the 5-foot scenario, that will meet the intent. 5. It is preferable to have a standalone rainwater harvesting plan. If you plan to provide rainwater harvesting information on the planting plan, then add a leader call out to all of the shaded areas representing the depressed landscape areas. Reference the harvesting area detail on the sheet as well for clarity. Shows flow directions and grades toward the water harvesting areas that match the grading plan. Add general notes that reference the grading plan for construction of the water harvesting basins. 6. Note number 11 is still referencing sheet S7 and the decomposed granite cross section detail is missing. If an example of the detail is need, please reach out and I will provide an example. 7. How are the parking area shade trees (Blue Palo Verde) going to be irrigated? There still isn’t any ½” poly running to the tree locations at the head in parking at the duplex and to the head in parking at the existing residence. Please provide a poly irrigation line for the new parking area trees. 8. Remove the mitigation planting note a, b, and c on sheet D3 if there are no native plants being disturbed per the NPPO Waiver attached to this submittal. | 11/12/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Sunland - Multifamily Development Package (2nd Review) TD-DEV-0724-00211 TRANSMITTAL DATE: November 12, 2024 DUE DATE: October 28, 2024 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 7, 2025. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 1. COMMENT: 2-06.4.9.H.5 – The proposed 9” wide wheel stops shown adjacent to the 20.4’ two-way access lane shown on the plan reduce the two-way access lane to less than the required 20’-0” width, UDC Table 7.4.6-2. A Parking Design Modification Request (PDMR), UDC Article 7.4.10, will need to be submitted and approved to reduce the access lane width to less than 20’. 2. This comment was not addressed correctly. The parking calculation shows “4 PROVIDED” but there are 6 shown on the plan. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Review UDC Table 7.4..4-1, RESIDENTIAL USE GROUP, Any Single-Family, Mobile Home, or Multifamily Development on a single site with 2-5 units, and provide a correct calculation. 3. This comment was not addressed correctly. The short-term required number is not correct. Per UDC Table 7.4.8-1, RESIDENTIAL USE GROUP, Multifamily Dwellings and Group Dwelling the minimum required is 2 spaces not 1 as shown on the plan. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking calculation is not correct. Review UDC Table 7.4.8-1, RESIDENTIAL USE GROUP, Multifamily Dwellings and Group Dwelling, and provide a correct calculation. 4. This comment was not fully addressed. Demonstrate on the plan how the requirements of UDC Article 7.4.9.B.1.e are met. COMMENT: 2-06.4.9.H.5.d – Clearly show the short-term bicycle parking on the plan and provide a detail that clearly demonstrates that the requirements of UDC Article 7.4.9 are met. 5. This comment was not addressed correctly. The sidewalk shown running along the east end of the two (2) southernmost vehicle parking spaces cannot be located between the motor vehicle parking space and the PAAL providing access to that space, TSM Section 7-01.4.1.F. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Sections 7-01.4.1.A & 7-01.4.1.D are met. 6. COMMENT: 2-06.4.9.R – Provide a sidewalk between the proposed duplex and the vehicle parking spaces, TSM Section 7-01.4.1.C, that meets the requirements of TSM Sections 7-01.4.2 & .3.
