This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Provide the development package case number, TD-DEV-0724-00211, adjacent to the title block on all sheets. 2-06.4.3

3. There are several references to “S” sheets. All these plans are “D” sheets. Please coordinate/revise.

4. For construction clarity please keep the planting details with the planting plan and the irrigation details with the irrigation plan respectively. The irrigation details could use some refinement or additional information. City of Tucson standard landscape and irrigation details can be found here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects. For your reference/use in completing your landscape development package with the appropriate landscape details.

5. The 9” water harvesting cross sections are effective. Add more detail to the cross sections (plant locations, decomposed granite/inorganic rock mulch depth, etc.). Or add a rainwater harvesting schematic detail for contractor reference. A schematic detail is recommended, not required. If you would like to use a schematic detail and need an example, please reach out and I can email a couple of examples.

6. Add downspouts, splash pads, and grading flow line arrows from the new duplex towards the rainwater harvesting areas on sheet D2 and D3.

7. The site will not be totally re-graded, so a Commercial Rainwater Harvesting Plan is not required. Provide a percentage of plant water needs met by using the Site Water Budget Table for the water harvest infiltration areas surrounding the site. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet.

8. Define the entire outline of the Water Harvest Infiltration Area for clarity and show contouring and spot elevations that represent the 6-to-9-inch depth basins. This will help the basins stand out on the plan sheets. Match this line work on all sheets in the plan set.

9. Landscape plan notes, number 11 on sheet D3 refers to sheet S7 for the decomposed granite detail. There is not a sheet S7. Please coordinate this item and add the decomposed granite typical detail. A version of this detail can be found here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/government/departments/department-of-transportation-and-mobility/documents/408_typ_curb_sidewlk_grade_with_dg.pdf Please note that this detail includes hardscape elements. This detail references minimum widths, slopes, and depths. Please modify the detail to match your site needs.

10. How are the parking area shade trees going to be irrigated? There isn’t any ½” poly running to them. Please provide a poly irrigation line for the new parking area trees.

11. The landscape plan indicates that there are mitigation plants. The NPPO Waiver states that protected native plants will not be substantially impacted by development on site. Remove the notes on sheet D3 that state that mitigation is part of this plan set or provide an NPPP to show what plants you are mitigating for.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 7, 2025.

2-06.4.0 CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0724-00211, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.4 - The project-location map shall cover approximately one square mile, and be drawn at a minimum scale of three inch equals one mile.

3. COMMENT: 2-06.4.4.C – Label the section corners on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. COMMENT: 2-06.4.7.A.4 – The use specific standards listed for both the existing and proposed uses are not correct. Review UDC Table 4.8-2 and provide the correct use specific standards.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

5. COMMENT: 2-06.4.8.B – Based on the Sunland Gardens final plat found at: https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=12053, there is a 7’-6” utility easement that runs along the north property line. Show this easement on the plan along with the recordation information.

6. COMMENT: 2-06.4.8.C – Provide the following for both streets that this site borders on, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.H.1 are met for the entire vehicle use area.

8. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Review UDC Table 7.4..4-1, RESIDENTIAL USE GROUP, Any Single-Family, Mobile Home, or Multifamily Development on a single site with 2-5 units, and provide a correct calculation.

9. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking calculation is not correct. Review UDC Table 7.4.8-1, RESIDENTIAL USE GROUP, Multifamily Dwellings and Group Dwelling, and provide a correct calculation.

10. COMMENT: 2-06.4.9.H.5.d – Clearly show the short-term bicycle parking on the plan and provide a detail that clearly demonstrates that the requirements of UDC Article 7.4.9 are met.

To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0724-00211, the development plan for a
new duplex with an existing single-family home at 2243 East Sunland Vista. This development
is located in the S.E. quarter of the N.W. quarter of Section 29, Township 14S, Range 14E, of
the Gila and Salt River Meridian. The development site occupies parcel number 132-11-0720,
covers approximately 0.519 ± acres, and is zoned as Residence Zone 2 (R-2). The nearest
major roadway intersection is East Cameron Vista and East Sunland Vista, approximately 50
feet to the south of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal.
Although this project does not propose a change in plan designation or zoning the Tucson
Airport Authority highly recommends the applicant add the following notes into the general notes
of the revised development plan. This project is located approximately 4 miles north of Tucson
International Airport and is within FAA traffic pattern airspace, an area which would be subject to
aircraft overflight and noise due to being in close proximity to Tucson International Airport.
The proposed notes would provide a means of assuring that future owners and tenants of the
property are aware they are in proximity an airport and further assures the continued right of the
City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson
International Airport the right to utilize the airspace above or near the property. This would be
accomplished through the property owner recording the Avigation Easement and providing the
Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport
Authority believes the proposed note helps to support the City of Tucson Airport Environs
Overlay Zone and supports Plan Tucson – Regional and Global Positioning policy 4 (RG-4).
1. "That prior to the City's approval of the proposed development, the property owner must
record the Avigation Easement that discloses the existence and operational
characteristics of the Tucson International Airport to future owners or tenants of the
property and further conveys the right to the public to lawfully use the airspace above the
property. The Avigation Easement shall be recorded in a manner with the Pima County
recorder which shall document it as having title liability. The content of such documents
shall be according to the form and instructions provided.”
The current property owner or person authorized to sign on behalf of the current property
owner must complete, sign, and record the Avigation Easement. Please record the
Avigation Easement with the Pima County Recorder’s Office. Then send a complete
copy of the recorded easement document to Tucson Airport Authority by either email
(send to srobidoux@flytucson.com) or to the mailing address provided below.

“The property owner/developer/applicant must provide the Airport Disclosure Statement
form, at time of sale, to the new property owners with all new unit purchases. In the
event the development of any residential uses does not involve the sale of new units but
is instead offering rental residential units to the public, the new tenant of the rental unit
must be provided a copy of the Airport Disclosure Statement form. The intent of the
Airport Disclosure Statement form is to educate and notify the new residents that they
are living near an airport. The content of such documents shall be according to the form
and instructions provided.”
The property owner (for itself or its tenants) shall forward a signed copy of the Airport
Disclosure Statement form to the Tucson Airport Authority within ten (10) days of
signature, using the Scott Robidoux mailing address provided above.
