1. The dimensions of the trash enclosure on the site plan do not match the dimensions provided on the detail. Please correct. Please include the slope of the enclosure slab and apron and ensure compliance with TSM Section 8.
2. Please relocate the ADA van-capable parking space so the 5-ft. clear space is on the passenger side of the vehicle.
3. Please clearly show that all PAALs and access lanes comply with TSM Table 7.4.6-2. There is an area of concern north of the fueling station and south of the parking spaces that shows the 24-ft. required PAAL extends onto the pedestrian access.
4. Show locations of roof downspouts. Stormwater from roof drains may not pass over ADA sidewalks per TSM 7-01.4.3E
5. Provide spot elevations to show proposed grading.
6. Please show the proposed dry well on the plan set. DSSDR Section 4.13.1 Underground Storage Standards outlines 8 requirements which must be met. Please review these requirements and provide a narrative that explains how each is met. The proposed dry well will have to be reviewed by the floodplain administrator and is unlikely to be approved for a fueling station due to groundwater contamination concerns. Since the existing site condition is 100% impervious, please consider eliminating the proposed detention system and providing first-flush retention only (using the 0.5-inch rainfall design) by depressing landscape areas 6-9 inches and using curb cuts or flush curbs.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:
1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

3. Provide the development package case number, TD-DEV-0724-00193, adjacent to the title block on all sheets. 2-06.4.3

4. Provide an NPPO Waiver. If a copy is needed, please reach out and I will email the exception form.

5. DTM approval will be needed for all landscape and irrigation proposed in the ROW. You do have the standard notes, but official approval from DTM is required. Please reach out to David Marhefka for review and approval. david.marhefka@tucsonaz.gov. Once reviewed DTM will provide a letter, or an email corresponding to their requirements. Include the correspondence with your next submittal.

6. Label sight visibility triangles on all sheets in the landscape plan set.

7. Label the project property lines on all sheets in the landscape plan set.

8. An irrigation plan, details and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

9. Label irrigation meter as “irrigation only”. See TSM 4-01.6.0

10. Provide the landscape border plant quantity calculations on the landscape sheet.

11. S Wilmot Rd requires a street landscape border. Provide the required number of plants.

12. Provided parking lot tree quantity calculations on the landscape plan.

13. The Velvet Mesquite located in the half circle planter area in the ROW adjacent to E Golf Links Rd is situated very close to the existing 8” water line. Adjust the tree placement so that there isn’t a tree root conflict with the water line in the future.

14. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The landscape plan should also have spot elevations in the detention/retention areas as well as in all water harvesting infiltration areas on the Landscape Plan. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 11, 2025.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.2 – The development package shall be a single multi-page pdf file that includes the site, grading and landscape sheets.

2. COMMENT: 2-06.2.2 – Information such as the developer, owner, location map, sheet index shall be provided one time on the cover sheet of the required multi-page pdf.

2-06.3.0 FORMAT REQUIREMENTS

3. COMMENT: 2-06.3.7 – The vicinity map shown on sheet 1 of the site plan is not correct and is for a site near the corner of Irvington & Campbell.

4. COMMENT: 2-06.3.12 – An index of sheets in the development package shall be provided on the first sheet and include the site, grading and landscape sheets.

COMMENT: 2-06.4.7.A.6.a - As Golf Links Rd. is designated as an Arterial Gateway and Wilmot Rd. is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”

2-06.4.7.A.8 - For development package documents provide:

11. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “LOT COVERAGE” from the Development Summary Table as it is not applicable to this site (UDC Table 6.3-4.A).

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

12. COMMENT: 2-06.4.8.C – For both Golf Links Rd. and Wilmot Rd. provide the following: dimensioned width of paving, curbs, curb, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

13. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

14. COMMENT: 2-06.4.9.H.5.a – Provide details for both a standard and accessible parking space.

15. COMMENT: 2-06.4.9.H.5.d – The required number of long-term bicycle parking spaces is not correct. Review UDC Article 7.4.8.B.1.a.(1) and provide the correct number of required long-term bicycle parking spaces.

16. COMMENT: 2-06.4.9.H.5.d – Detail 5 sheet 2 does not address the requirements of UDC Articles 7.4.9.B.1.d, .e, 7.4.9.B.2.a, .f & .g. Also, the required 2’ x 6’ space is measured from the edge of rack not the center, (UDC Figure 7.4.9.-C)

21. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also, provide a general note stating all signage requires separate permits.
