To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0723-00325, 3rd Submittal, the development plan for the construction of a new rehabilitation hospital at 870 E Tucson Marketplace Blvd. This development is located in the S.W. quarter of the N.W. quarter of Section 30, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 132-13-113B, covers approximately 2.795 ± acres, and is zoned as Planned Area Development 15 (PAD-15). The nearest major roadway intersection is South Park Avenue and East Tucson Marketplace Blvd, approximately 750 feet to the southeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the 3rd submittal of this project, is not requiring a resubmit of this project, and has no additional comments to provide.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 30, 2024.

CONTENT REQUIREMENTS

2. This comment was not addressed Neither “PAD MAP” shows the entire PAD. The PAD map shall show the entire PAD. COMMENT: 2-06.4.6 – Provide a reduced-scale map of the PAD showing the entire PAD, on the first sheet, indicating the location of the portion being developed.

3. This comment was not addressed. There no reference to TD-DEV-0723-00325 and any of the required information for the DP provided within the tables on sheets 3 & 4. The provided tracking table was not updated to reflect this development. COMMENT: 2-06.4.7.A.8.d – Provide an updated Bridges Tracking Table on the DP. 2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

Until the process is complete Zoning cannot approve the DP, Provide the land split case number adjacent to the title block on all sheets. 2-06.4.9.E – It appears that some type of land split/lot line reconfiguration is proposed. This process must be approved and recorded prior to approval of this DP.

5. This comment was not addressed. Zoning was not able to find the required 1’ setback dimension. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate on the plan that the requirements of UDC Article 7.4.6.F.2.a are met from the proposed carport canopy called, out under Site Plan Construction Note 19, to the adjacent PAAL.

Clearly show the layout proposed on sheet 5 and provide a short- & long-term detail that matches what is proposed on site and meets all requirements of UDC Articles 7.4.9.B, .C & .D. Rack type bicycle parking will not meet the requirements of UDC Article 7.4.9.D long-term bicycle parking. Review the UDC Requirements and provide the required information. Per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles, therefore it is impossible to only provided 3 short-term spaces. UDC Article 7.4.9.B.1.e, 7.4.9.B.2.b, .d, & .f. Also, no detail for the long-term was provided. COMMENT: 2-06.4.9.H.5.d – The bicycle parking calculation shall indicate the number of spaces required and provided for both short- & long-term bicycle parking. Clarify where the reference to “BIKE RACKS WITHIN 200’ OF ENTRANCE. 5% OF NEW VISITOR MOTORIZED VEHICLE PARKING SPACES BEING ADDED, WITH A MINIMUM OF 1 TWO-BIKE CAPACITY RACK”, is from.


7. This comment was not fully addressed. Provide the proposed height “within the footprint” of the building. COMMENT: 2-06.4.9.Q – Provide the height and the specific use proposed within the footprint of the building.
