The development site occupies parcel number 132-13-113B, covers approximately 2.795 ± acres, and is zoned as Planned Area Development 15 (PAD-15). The nearest major roadway intersection is South Park Avenue and East Tucson Marketplace Blvd, approximately 750 feet to the southeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority is requiring a resubmit of this project. These conditions must be included in the development plan document and shall be identified in the general notes section of all future plans submitted to the City of Tucson for review. Conditions of approval: 1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, no Notice Criteria are exceeded. Applicants are therefore not required to file FAA Form 7460. However, if the use of cranes is anticipated during development and construction activities, the applicant must file FAA Form 7460 at least 45 days in advance of such use, to provide the applicant with sufficient time to respond to any concerns identified by the FAA. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 30, 2024. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 2. This comment was not fully addressed. The case number was not provided on sheets 11-16 and 20-27. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0723-00325, adjacent to the title block on all sheets. 3. The PAD map shall show the entire PAD. Zoning was not able to find the required 1’ setback dimensCOMMENT: 2-06.4.9.H.5 – Clearly demonstrate on the plan that the requirements of UDC Article 7.4.6.F.2.a are met from the proposed carport canopy called, out under Site Plan Construction Note 19, to the adjacent PAAL. 7. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per PAD-15 Section 3.2.3.C.4 the required vehicle parking for a Medical Service, Major use is based on UDC Section 7.4. UDC Table 7.4.4-1 : MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, COMMERCIAL SERVICES USE GROUP, Medical Service – Major the required vehicle parking is based on 1 space per bed. 8. COMMENT: 2-06.4.9.H.5.a – Clarify what the required number of accessible spaces is based on. Per 2018 IBC Section 1106.4 the requirement is 20%, but not less than one, of the portion of care recipient and visitor parking spaces serving rehab facilities. It does not appear that the required number of accessible spaces is correct. 9. This comment was not fully addressed. The provided number of short- & long-term bicycle parking was not provided. The bike rack detail on sheet 17 does not address UDC Article 7.4.9.B.1.e, 7.4.9.B.2.b, .d, & .f. Also, no detail for the long-term was provided. COMMENT: 2-06.4.9.H.5.d – The bicycle parking calculation shall indicate the number of spaces required and provided for both short- & long-term bicycle parking. Clarify where the reference to “BIKE RACKS WITHIN 200’ OF ENTRANCE. 5% OF NEW VISITOR MOTORIZED VEHICLE PARKING SPACES BEING ADDED, WITH A MINIMUM OF 1 TWO-BIKE CAPACITY RACK”, is from. 10.
