2. A waste enclosure compliant with TSM 8-01.5 will be required.
3. Show locations of roof downspouts.
4. Maximize water harvesting to all landscaped areas through the use of curb cuts or flush curbs.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is August 31, 2024.

1. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0723-00321, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.7.A.2 – Two additional parcels are depicted as part of the overall site on the project-location map. Demonstrate how these additional parcels are tangibly connected. Based on the definition of “Site” within UDC 11.4.20, the project site does not appear to include the two additional parcels. Provide a recorded Covenant Regarding Development and Use of Real Property if it can be demonstrated all these parcels are considered a single site.

3. COMMENT: 2-06.4.7.A.4 – Correct General Note 3 by stating that the development is subject to use-specific standard 4.9.2.A.1.b and not .a as required by UDC Table 4.8-1.

4. COMMENT: 2-06.4.7.A.6 – The project is within the Scenic Corridor Zone (SCZ) (UDC 5.3.3.). The development package cannot be approved until a SCZ application is approved by the Design Review Board (DRB). If approved by the DRB, provide the case number in the title block of all sheets, describe any conditions, and demonstrate how the project complies with UDC 5.3.10.A.

5. COMMENT: 2-06.4.7.A.6.a – List any additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

6. COMMENT: 2-06.4.7.A.8.c – Clarify the site coverage calculation within general note 17 of the cover sheet. Lot coverage includes the area of the site covered by buildings, outdoor storage areas, and vehicular use areas, whether improved or unimproved. The maximum permitted lot coverage within the SR zone is 15% for nonresidential uses (UDC Table 6.3-1.A). The “covered area” is included within the lot coverage calculation. Demonstrate how all buildings and vehicular use areas do not exceed the 15% lot coverage maximum. If lot coverage exceeds this requirement, a Board of Adjustment variance will be required to be granted.

7. COMMENT: 2-06.4.7.A.8.d – General Note 25 appears to be incorrect. Based on the gfa of the proposed building and the gfa of all existing buildings, the expansion calculation should be less than 25%. If a greater than 25% expansion is proposed, the entire site will need to comply with all of UDC 7.4.

8. COMMENT: 2-06.4.8.B – Ensure all easements are depicted on the development package drawings. Provide the recordation information, location, width, and purpose of any existing easements.

9. COMMENT: 2-06.4.9.H.5.a – Per UDC Table 7.4.4-1, 18 motor vehicle parking spaces are required for the proposed Animal Service use; six parking spaces are proposed. Clarify the location of the remaining required motor vehicle parking spaces. An Individual Parking Plan (IPP) in accordance with UDC 7.4.5.A or a Board of Adjustment variance is required to be granted to reduce the required number of motor vehicle parking spaces.

10. COMMENT: 2-06.4.9.V – General Note 20 indicates “mail service to be located at gang mail box location.” Clarify the locations of the gang mailboxes to assure there are no conflicts with pedestrian circulation.
