This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is February 12, 2025. 1. COMMENT: 2-06.4.7.A.4 – This comment has not yet been addressed. Per use-specific standard 4.9.2.A.1.b, for Animal Production uses, all stables, barns, and animal sheds or shelters shall be setback at least 100 feet from any property line. As a setback of 67'-6" as measured from the north property line along Tanque Verde Road is proposed, a variance granted by the Board of Adjustment is required. Keep in mind that if the "barn" area is considered part of the Animal Service use, compliance with any use-specific standards relating to the Animal Production use is no longer necessary. 2. COMMENT: 2-06.4.7.A.6.a – This comment has not yet been addressed. As an Individual Parking Plan (IPP) has been submitted, as a general note, provide the type of application processed, a statement that the project meets the criteria/conditions of the additional application, date of approval, what was approved, and the conditions of approval, if any. 3. COMMENT: 2-06.4.9.H.5.a – This comment has not yet been addressed. Per UDC Table 7.4.4-1, based on the submitted drawings, 18 motor vehicle parking spaces are required for the proposed Animal Service use; six parking spaces are proposed. However, if the "barn" area is considered part of the proposed Animal Service use, 37 motor vehicle parking spaces are required for the overall proposal. Clarify the proposed use and the number of parking spaces required. A revised IPP will be required to reduce the required number of motor vehicle parking spaces. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: A revised development package as well as a comment response letter. Thrall (Heather.Thrall@tucsonaz.gov Codes: Unified Development Code 7.4.5. (Parking Reductions & Exceptions) 1. UDC A) Based on recent development package parking review comments, please amend the IPP narrative document and plan to match a revised development package parking calculation for the required number of parking for the proposed structure. The entire new structure is for the Animal Service use and should be parked at a ratio of 1/400 square feet. Base the parking reduction sought off that number, please (i.e. 37 required, 6 proposed for the large animal vet clinic building). B) Please conduct additional notice to the neighborhood to clarify the parking requirement versus the parking proposed within the IPP. Retain evidence of mailing / affidavit. C) In the pending resubmittal of updated IPP narrative and updated IPP plan sheet, please include all original notice, neighborhood meeting sign in sheet and presentation, meeting summary and evidence of mailing documents. Please add the clarification public notice and the evidence of mailing of it as well. (No new neighborhood meeting is needed.) D) Please email staff when you are ready to resubmit the IPP to allow additional files to be uploaded. Staff will then conduct the PDSD public mail out for the IPP comment / response period once the resubmittal is received and confirmed all documents needed are in the file set. E) Staff wishes to provide confirmation to the applicant that all other information and documentation for the IPP review was submitted accurately within the last file set. The only change is the pending parking calculation update for the IPP review to proceed (with the additional public clarification notice sent to the neighbors). Thank you.
