The development site occupies parcel number 117-12-001A, covers approximately 499 ± sq ft, and is zoned as Office Commercial Residential Zone 2 (OCR2). The nearest major roadway intersection is East Pennington Street and North Scott Avenue, approximately 50 feet to the northwest of the subject development. This site does lie within FAA traffic pattern airspace. The Tucson Airport approves the proposed project and is not requiring a resubmit of this project. | 08/29/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Loran Shamis, Lead Planner PDSD Zoning Review Section PROJECT: TD-DEV-0723-00320 - La Chingada Patio Addition Development Package (1st Review) CHECKLIST FOR MINOR DEVELOPMENT CHANGES TO EXISTING COMMERCIAL/INDUSTRIAL SITES Purpose This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. Applicability This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25% in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability to be determined by Zoning and/or Engineering review staff via email or at PDSD review counter. APPLICATION SUBMITTAL REQUIREMENTS Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided. FORMAT REQUIREMENTS 1. COMMENT: A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. CONTENT REQUIREMENTS 2. COMMENT: Include a brief legal description in the title block. 3. COMMENT: Include the Development Package application number, TD-DEV-0723-00320 and Special Districts application number, SD-0723-00080. Zoning cannot approve until the Special District application is approved. GENERAL NOTES The following general notes are required. Additional notes specific to each plan are required where applicable. 4. COMMENT: Include a Land Use and Zoning general note stating the site is within the Downtown Core, Downtown Infill Incentive District – Rio Nuevo Area. As this site is located within the downtown core and the Rio Nuevo Area and you are proposing an exterior patio Rio Nuevo Area and Historic review may be required (UDC 5.12.7.A). COMMENT: Include a Land Use and Zoning general note stating the existing and proposed use is Commercial Use - Food Services with Alcoholic Beverage Services excluding Large Bar as an accessory use subject to use specific standard 4.9.4.C.3 (UDC, TABLE 4.8-4) EXISTING SITE CONDITIONS: 6. COMMENT: Provide site boundary information, including bearing in degrees, minutes, and seconds, together with distances in feet, to hundredths of a foot, or other functional reference system. Include the entire site in your site plan. 7. COMMENT: The following information for Pennington and Scott shall be provided, right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. INFORMATION OF PROPOSED DEVELOPMENT: The following information on the proposed project shall be shown on the drawing or added as notes. 8. COMMENT: Provide, as a note, calculations for motor vehicle parking spaces required and demonstrate how the proposed expansion will meet this requirement. The minimum required parking ratio for Food Services is 1 space to 100 square feet of gross floor area and outdoor seating (UDC 7.4.4, Table 7.4.4-1) The plans states the expansion use area is 499 square feet which requires a minimum of 5 additional parking spaces. 9. COMMENT: Provide, as a note, calculations for short- and long-term bicycle spaces required and provided and demonstrate how the proposed expansion will meet this requirement. The minimum required short-term bicycle parking requirement is 1 space per 2,000 square feet of gross floor area with a minimum of 2 spaces required and the long-term bicycle parking requirement is 1 space per 12,000 square feet of gross floor area with a minimum requirement of 2 spaces (UDC 7.4.8, Table 7.4.8-1). The plan states the expansion use area is 499 square feet which requires a minimum of 2 short-term bicycle parking spaces and 2 long-term bicycle parking spaces.
