03/13/2024 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Wyatt Berger Lead Planner PROJECT: Arroyo Chico Brewing Company Development Package (3rd Review) TD-DEV-0723-00318 TRANSMITTAL DATE: March 13, 2024 DUE DATE: March 14, 2024 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. The new one-year expiration date is March 13, 2025. 1. COMMENT: 2-06.4.8.C – This comment was partially addressed. Include the recordation data (Bk. 3, Pg. 10, Maps and Plats) for the existing public rights-of-way adjacent to the site. 2. COMMENT: 2-06.4.9.H.5 – Per UDC 7.4.6.F.4, a back-up spur must be provided at the end of a row of parking if no ingress or egress is provided at that end. A back-up spur must be a minimum of three feet in depth and have three-foot radii and a wheel barrier to prevent encroachment onto any unsurfaced areas. A minimum distance of three feet must also be provided between the back of the spur and any obstruction over six inches in height. A Parking Design Modification Request (PDMR) may be utilized to reduce any of the above requirements but cannot be used to eliminate the required back-up spur. 3. COMMENT: 2-06.4.9.H.5 – Clarify the purpose of the thick bifurcated line toward the north property line. If this line represents a gate, the gate will be moved as it is located within a parking space. Please note that a ten-foot-wide parking space will be required if the gate is proposed to abut the north parking space (UDC 7.4.6.D.2.b). 4. COMMENT: 2-06.4.9.H.5.b – This comment has not yet been addressed. Zoning acknowledges that an IPP has been approved to reduce the number of required on-site motor vehicle parking spaces. The decision notice has a condition stating, “A sign shall be posted on-site, visible to patrons, advising them that additional public parking is available along South Norris Avenue and South Olsen Avenue and to avoid parking in front of other businesses along 14th Street.” List this condition on the cover sheet and note the location of this sign on the site plan. 5. COMMENT: 2-06.4.9.H.5.d – The proposed short-term bicycle parking spaces do not comply with UDC 7.4.9.B.2.f. Each required short-term bicycle parking space must be at least two feet by six feet. This dimension is measured from the edge of rack and does not include the rack. See UDC Figure 7.4.9-C.
