To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0723-00318, the development plan for
converting a vacant building into a microbrewery and tap room at 2018 E 14th St. This
development is located in the S.W. quarter of the S.E. quarter of Section 17, Township 14S,
Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number
129-04-3150, covers approximately 0.17 ± acres, and is zoned as Light Industrial Zone (I-1).
The nearest major roadway intersection is South Norris Avenue and East 14th Street,
approximately 250 feet to the northwest of the subject development.
This site does lie within FAA traffic pattern airspace and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of
this project.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is August 21, 2024.

1. COMMENT: 2-06.3.10 – Include a legend on the first sheet that shows and describes all symbols used on the drawings.

2. COMMENT: 2-06.3.12 – Provide a sheet index on the cover sheet of the development package drawings.

3. COMMENT: 2-06.4.1 – Provide the name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant, and other person, firm, or organization that prepared the drawings. Provide this information on the right half of the cover sheet.

4. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0723-00318, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.4.B – Identify major streets and regional watercourses as well as all streets that abut the subject property on the project location map.

6. COMMENT: 2-06.4.4.C – Additionally, provide the section, township, and range, in addition to section corners, on the project location map.

7. COMMENT: 2-06.4.7.A.2 – The site includes the entirety of Pima County Tax Parcel Number 129-04-3150. See the definition of “Site” within UDC Section 11.4.20. Show the entire parcel within the site plan on the cover sheet.

8. COMMENT: 2-06.4.7.A.4 –The proposed use is Alcoholic Beverage Service, excluding Large Bar, with a Microbrewery as an accessory use, subject to use-specific standards 4.9.4.C.3, 4.9.13.Q, and 4.9.5.E.6, .7, and .8. Provide all applicable use-specific standards on the cover sheet.

9. COMMENT: 2-06.4.7.A.6 – Remove or clarify the reference to DP20-0333 as this development package case number does not appear to exist.

10. COMMENT: 2-06.4.7.A.6.a – The site is located within the Kino South Subarea of the Sunshine Mile Overlay Zone (SMD). Clarify if the proposed development is utilizing the optional SMD. If so, provide the case number in the lower right corner of each sheet. Provide as a general note a statement that the project meets the criteria/conditions of the overlay, and add the case number, date of approval, what was approved, and the conditions of approval, if any.

11. COMMENT: 2-06.4.7.A.8.c – Include the percentage of building, lot area, or vehicular use area expansion. The expansion calculation encompasses the entire site.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

12. COMMENT: 2-06.4.8.A – Provide site boundary information for the entire parcel, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

13. COMMENT: 2-06.4.8.C – Include the following information regarding existing private or public rights-of-way adjacent to the site: recordation data, type and dimensioned width of paving, curbs, and curb cuts.

14. COMMENT: 2-06.4.9.F – Notate the zoning classification across 14th Street on the site plan. Additionally, once the site plan has been updated to reflect the entire site, ensure the zoning classification across Norris Avenue is provided.

15. COMMENT: 2-06.4.9.H.5 – Demonstrate that the proposed wheel stop curbing maintains a minimum of two and one-half feet from the front of the parking space (UDC Figure 7.4.6-C).

16. COMMENT: 2-06.4.9.H.5.a – Review UDC Table 7.4.4-1 for the number of required on-site motor vehicle parking spaces for an Alcoholic Beverage Service use. The proposed accessory microbrewery follows the parking ratio of an Alcoholic Beverage Service use. However, the SMD does allow a less intensive parking calculation for the proposed use (Table III.H.1).

17. COMMENT: 2-06.4.9.H.5.b – The proposed off-site (on-street) motor vehicle parking spaces do not meet the intent of UDC 7.4.6.B.1.a. As such, an Individual Parking Plan (IPP) in accordance with UDC 7.4.5.A is required to reduce the number of on-site motor vehicle parking spaces. Contact Heather.Thrall@tucsonaz.gov should you have questions regarding the IPP process. Additionally, the SMD may allow on-street parking (III.H.1.a.2(b)). 18. COMMENT: 2-06.4.9.H.5.c – Remove the on-street loading area from the site plan as a loading area is not required for Alcoholic Beverage Service uses less than 5,000 square feet gross floor area (UDC Table 7.5.5-A).

19. COMMENT: 2-06.4.9.H.5.d – Review UDC Table 7.4.8-1 for the number of required short- and long-term bicycle parking spaces. Provide, as a general note, the total number of required and proposed short- and long-term bicycle parking spaces. Demonstrate that all the requirements of UDC 7.4.9.B-.D are met. Additionally, provide a detail showing of the proposed facilities, fully dimensioned.

20. COMMENT: 2-06.4.9.R – Clearly demonstrate that all proposed pedestrian circulation paths maintain a minimum width of four feet and are installed to avoid any obstruction which decreases the minimum width to less than four feet (TSM 7-01.4.3.A).

21. COMMENT: 2-06.4.9.R – Clarify whether the circular symbols along the proposed pedestrian circulation path are bollards. If so, ensure the maximum separation between the barriers is five feet clear (TSM 7-01.4.2.B).

22. COMMENT: 2-06.4.9.R – Demonstrate how the requirements of ICC A117.1-2017 Section 406 are met in relation to the curb ramp required to connect the access aisle to the pedestrian circulation path.

23. COMMENT: 2-06.4.9.T – The refuse collection area does not meet the intent of Technical Standards Manual Section 8-01.0.0. Approval from Environmental Services is required to allow Automated Plastic Containers (APCs) for the proposed development. Provide a screenshot of an approval email from Andy.Vera@tucsonaz.gov to allow the use the APCs for the proposal.

24. COMMENT: 2-06.4.9.W – Indicate the location of the required handicapped accessible parking sign to assure there are no conflicts with pedestrian circulation. Additionally, provide a detail of the required sign demonstrating that the bottom of the sign is at least 84 inches above grade (TSM 7-01.4.3.B).
