Based on current Grant RD ROW widening, it appears that the parcels N-S measurement of 145’ is incorrect as that was the parcels length PRE-ROW widening. Revise accordingly. 8. Sight Visibility Compliance – It will be required that a “Far Side” sight visibility triangle (SVT) be provided in regard to the intersection of Orchard Avenue and Grant Road. Grant Road is designated as an Arterial Road. This designation will be used for Table 5.3. Refer to TSM 10-01.9.0 Figures 16-18 for examples of SVTs. [TSM 10-01.5.0.] a. Since Orchard is Minor/Local road, the Far side SVT should have a measurement of 125’ b. Confirm that no proposed structures, walls, signs, landscaping, or other vertical elements exceeding the allowable height limit encroach within the established SVT at any site access point. Where conflicts exist, the site design must be revised to achieve full compliance. 9. As the property falls within a FEMA X-Shaded & AE Floodplains - Provide a keynote or call-out on the plans addressing required flood venting for the proposed perimeter CMU wall along the Southern property boundary. Flood vents shall be provided at a maximum spacing of 5 feet on center along the NEW length of the wall, with minimum opening dimensions of 12 inches wide by 6 inches tall. Vent openings shall be located at the natural/lowest adjacent grade to allow unobstructed stormwater flow and shall not be elevated above finished grade. In no case shall the bottom of a flood vent opening be placed more than 12 inches above adjacent grade. |

Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 24, 2027. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 1. COMMENT: Provide project-location map per 2-06.3.7 standard. 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 2. COMMENT: Provide missing information per 2-06.4.1 standard. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 3. COMMENT: Provide missing information per 2-06.4.2.A standard. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 4. COMMENT: Update legal description provided to VISTA DEL MONTE TRACT AMENDED LOT 35 LESS S30'. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: Provide the development package case number, TD-DEV-0626-00157 adjacent to the title block on each sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 6. COMMENT: Provide missing information per 2-06.4.4 standard. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 7. COMMENT: Refer to Review Comment #6. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 8. COMMENT: Refer to Review Comment #6. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 9. COMMENT: Refer to Review Comment #6 (Township 13S, Range 14E, Section 34). 2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet. 10. COMMENT: Provide missing information per 2-06.4.7.D standard. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 20. COMMENT: Provide missing information per 2-06.4.8 standard. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 21. COMMENT: Provide missing information per 2-06.4.8.A standard. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 22. COMMENT: Refer to property title report to verify if any type of easements are associated with this parcel and if applicable, communicate the locations, to scale and label. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 23. COMMENT: Provide this missing information per 2-06.4.8.C for both E Grant Rd and N Orchard Av. 2-06.4.8.D – The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction. 24. COMMENT: Provide this missing information per 2-06.4.8.D standard. 2-06.4.8.F – Existing storm drainage facilities on and adjacent to the site will be shown. 25. COMMENT: If applicable within scope areas, provide existing storm communication on drawings. 2-06.4.8.G – Other significant conditions on the site, such as major rock outcrops, structures, fences, walls, etc., shall be shown. These elements should be indicated in a different line weight than the proposed improvements and labeled “to be removed” or “to be retained.” 26. COMMENT: Provide this missing information per 2-06.4.8.g standard. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 27. COMMENT: Provide this missing information per 2-06.4.9.A standard. 2-06.4.9.H - Proposed Traffic Circulation 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 28. COMMENT: Client has yet to provide existing / proposed uses to then calculate the required vehicular / bicycle and EV parking requirements. Zoning, currently, assumes there to be three potential uses for what appears to be Pool/Spa/Water Feature and Landscaping sales company. With the assistance of aerial imagery, zoning assumes there to be a Office-Administrative Use, a Construction Service use and Commercial Storage use. Customer to provide total square footage for each use to then correlate the required parking for vehicles via table https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5445. 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. 29. COMMENT: The proposed design eliminates existing and required on-site parking fronting E grant Rd. An Individual Parking Plan (IPP) is an option that can be used to reduce the required number of on-site vehicle parking spaces. This project is located within 400’ of an R-3 or more restrictive zone or Historic Preservation Zone and is subject to the 400’ Notice Procedure (UDC Section 3.3.5). A neighborhood meeting is required prior to submittal of an application. The IPP Narrative, sealed by a design professional licensed by the State of Arizona, must include the information as outlined in UDC Section 7.4.5.A.4.a – m https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5452 . The IPP process should not start until after the development package has been reviewed and zoning has issued comments confirming a deficiency in on-site parking for the project. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 30. COMMENT: Provide this missing information per 2-06.4.9.H.5.d standard for every use. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 31.
