Revise general note #16 – the City of Tucson adopted The IBC 2024 with ICC A117.1 2017 edition at the beginning of 2026 2. Provide the development package case number (TD-DEV-0626-00149) adjacent to the title block on each sheet of the plan set. [AM 2-06.3.3] 3. Revise the cover sheet to include the name, registration number, seal, and contact information for the Geotechnical Engineer of Record, along with the name and address of the geotechnical firm. This information shall be presented with the other project registrant contact information on the cover sheet. [AM 2-06.4.1] 4. As the subject property/site is located within a locally mapped floodplain with associated regulatory limits – a floodplain use (FPU) permit application will be administratively begun and processed for the development to assure compliance with establish floodplain regulations and standards. No further action is required for this comment. PAAL & Site Comments: 5. To review for compliance with the new proposed wheels stops that appear proposed to contain the vehicle use area & access lanes, ensure they are spaced no less than 4-ft and no more than 5-ft separate UDC 7.4.6. Provide a measurement call-out on the site plan as well as update keynote #14 to make this distance differential clear. Grading & Drainage Comments: 6. The grading plans lack sufficient spot elevation information at key drainage control points necessary to verify design intent and facilitate site inspections during and after construction. Provide spot elevations at all of the following locations: a. All curb cut inlet locations, showing both the top of curb elevation and the adjacent pavement grade at the inlet opening. b. All landscaped water harvesting area inlet and overflow points. c. All curb cut outlet locations, showing outlet invert elevation and the receiving grade immediately downstream. d. Top of curb versus finished pavement grade at key transitions throughout the site to confirm positive drainage and curb reveal are maintained as designed. 7. On both Site and Grading Plan view sheet – delineate the width of the drainage way, as well as the established COT maintenance access that exists along Rita Ranch South Channel [Drainage Manual 8.5.3] 8. The proposed drainage interim channel outlet into the Rita Ranch South Channel drainage way will be required to be revised. a. The current proposal includes hand-placed/dumped riprap which appears to be completely within the City of Tucson maintenance access along the channel. It will be required that a concrete spillway be constructed for purposes of discharging into the channel. It is recommended that Eastern developments be referenced as examples for method of spillway so that vehicle access can be maintained. 9. Revise Utility plan sheets – Delineate the associated erosion hazard setback associated with the interim channel on the utility plan sheets. Drainage Report Comments: 10. The cover sheet does not include a submittal number. Revise to include the submittal number in accordance with [Drainage Manual 2.3.1.1.A] 11. Section 1.2 – Revise “A lot specific drainage statement is required” to a “Site specific drainage document” 12. Section 1.3 – Revise the section to include the objective of “Meeting compliance with Rita Ranch Master Drainage plan” 13. Section 1.6 – Revise Section 1.6 to include an affirmative determination that no watercourse conveying a 100-year peak discharge of 100 cfs or greater traverses or abuts the project site, supported by the hydrologic analysis presented in this report. Per Tucson Code Chapter 26, watercourses with Q100 ≥ 100 cfs constitute regulated floodplains regardless of FEMA or local mapping status; a reference to the Map Tucson GIS website alone is not sufficient to demonstrate compliance. 14. Section I – ensure to include a “Required Permits” section that demonstrated that whether any other or no governmental permits are required for the scope of development. [Drainage Manual 2.3.1.2.F] a. If the channel experiences regulatory flow (Q100 ≥100 CFS, then a Floodplain Use Permit from the City of Tucson will be required. 15. Erosion Hazard Setback Analysis — Newly Proposed Interim Channel - An Erosion Hazard Setback (EHS) analysis section is absent from the drainage report following City of Tucson standards. Revise Section 3.4 – Remove Pima County Floodplain ordinance relating to erosion hazard setback. In accordance with City of Tucson Drainage Manual Section 7.4, an EHS analysis is required in association with the Channel proposed. The EHS analysis shall be incorporated as a dedicated section within the drainage report. All regulated setback boundaries resulting from this analysis shall be depicted on all applicable plan sheets in a surveyable manner. [Drainage Manual 7.4] 16. A Long-Term Maintenance Responsibility section is absent from the report. This section is required by Drainage Manual Section 2.3.1.2.E and must identify the entity responsible for maintaining all proposed drainage improvements, including the retention/detention basin(s) & Water Harvesting basins, outlet structures such as channels, and any riprap erosion protection. This section should immediately follow the Procedures/Methodology section. [Drainage Manual 2.3.1.2.E] |
