Site Engineering Review Comments:
1. Previous Comment #9 – As the space described is not intended to be parking spaces, but rather a pedestrian circulation path/area to connect the ADA EV spaces to the main site, It will be required that Vertical Separation requirements are fully addressed then.
a. It will be required that both ADA EV spaces be provided with Wheel Stops – It is acknowledged that parking signs are provided, these are not a sole acceptable item within this scope for meeting vert sep.
b. Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks [TSM 7-01.4.2]. In order for this pedestrian area to be considered protected, it could be completed using more bollards. Ensure they (bollards) are spaced no less than 4-ft and no more than 5-ft separate UDC 7.4.6. Provide a measurement call-out on the site plan view. This will need to be demonstrated in between the northern PAAL and referenced northern area above the keynote #14.

Development Package Review – 1st Review

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 05, 2027.

1. COMMENT: Zoning unfortunately missed the proposed “Seasonal Garden Area” on the previous submittal, as it was not included in the description of work. This area counts towards additional GFA and would require a Mayor and Council Special Exception Procedure due to the expansion of the Large Retail use. It is suggested this area be removed and rather pursued by way of a Zoning Special Use Permit. A special use permit is good for 60 days and can temporally allow outdoor display/sales areas without triggering a Special Exception.
