Tucson Electric Power Company (TEP) has reviewed and cannot approve the
development plan submitted 7/21/2025. There are existing facilities within the
development which are depicted upon the plan. There are existing overhead wires that
may conflict with the new canopy. Relocation costs will be billable to the customer.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you

TRANSMITTAL DATE: August 07, 2025

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 09, 2026.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

1. COMMENT: Per the 2-06.4.1 standard, on sheet 1 of 3, the owner contact information is missing. Additionally, the surveyor’s license and registration are also missing. Lastly, remove the Preliminary Not for Construction note and replace with the surveyors’ stamps (with signature and license number) throughout the drawing set.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

2. COMMENT: Per the 2-06.4.2.B standard, the legal description is missing.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

3. COMMENT: Provide the development package case number, TD-DEV-0625-00158, adjacent to the title block on each sheet. A separate permit is required for the solar overhead structure(s). It appears TC-COM-0124-00204 was submitted but not completed. Add this as directed above and either label the section-elevation drawings as “for reference only” or remove sheet 3 from this permit. Zoning cannot approve TC-COM-0124-00204 until TD-DEV-0625-00158 is approved.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

4. COMMENT: Per the 2-06.4.7.A.4 standard, provide missing existing and proposed uses. Refer to Article 11 of the UDC for definition (use) match(es): https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-7039

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

5. COMMENT: Per the 2-06.4.7.A.6 standard, Zoning acknowledges that S Craycroft Rd is not only part of the Major Streets and Routes (MS&R) but has the potential to be 120’-0” and thus, potentially affecting the internal layout of this site. Zoning recommends reaching out the MS&R to better understand the likelihood of this happening so as to plan and design accordingly. Contact Benjamin.Elias@tucsonaz.gov and/or (520) 508-4321.

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

6. COMMENT: A separate permit is required for the solar overhead structure(s). It appears TC-COM-0124-00204 was submitted but not completed. Add this as directed above and either label the section-elevation drawings as “for reference only” or remove sheet 3 from this permit. Zoning cannot approve TC-COM-0124-00204 until TD-DEV-0625-00158 is approved.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

7. COMMENT: Per the 2-06.4.7.A.8.b standard, provide missing information.

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

8. COMMENT: Per the 2-06.4.7.A.8.c standard, provide missing information.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. COMMENT: Per the 2-06.4.8 standard, this is not being met the north and south of the property as required.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. COMMENT: To make the site plan more legible, remove spot elevations but keep labels for sidewalk, curbs, etc on plan legend.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

11. COMMENT: Per the 2-06.4.9.F standard, provide missing zoning classifications on adjacent properties.

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections. Please be aware that, if a new street is created (for other than for subdivisions) which divides the property into two or more lots, a subdivision plat is required (refer to the definition of subdivision in Section 11.4.20 of the UDC).

12. COMMENT(s): Per the 2-06.4.9.H.1 standard, couple comments arise:

a) There appears to either a location just north of the proposed location of west canopy structure that is currently being used for vehicular access, either egress or ingress or both but clearly does not meet technical standards. Explain if and how this is being addressed and how this will not conflict with the proposed canopy location.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

13. COMMENT: Per the 2-06.4.9.H.4 standard, provide missing information.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

14. COMMENT(s):
a) Refer to Site Engineering Review Comments.
b) Provide dimensions of existing PAALs
c) Draw all the existing parking lot striping (to aid in describing the PAAL dimensions).
d) Indicate whether the vehicular access along the south property line is one way and if it is striped indicating this (or not). If it is one-way travel and not signed or striped indicate how this will be addressed on the plans.
e) Per 7.4.6.F.2.b, provide dimension of two-foot setback existing signage to PAAL aisle.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

15. COMMENT: Per the 2-06.4.9.H.5.a standard, Draw and label existing parking lot striping including accessible parking stalls and aisles with dimensions of stalls and paals.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

16. COMMENT: Per the 2-06.4.9.J standard, Zoning acknowledges that S Craycroft Rd is not only part of the Major Streets and Routes (MS&R) but has the potential to be 120’-0” and thus, potentially affecting the internal layout of this site. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

17. COMMENT: Per the 2-06.4.9.O standard, provide missing building setback and sight visibility triangles on sheet 2 of 3.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

18. COMMENT: Per the 2-06.4.9.Q standard, provide the missing height and proposed use of the existing building.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

19. COMMENT: Per the 2-06.4.9.R standard, and aerial review of the property, it appears this standard is not being met. Explain (and depict on the drawings) how this will be resolved to meet the standard

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

20. COMMENT: Per the 2-06.4.9.T standard, provide missing information and label.

21. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments
