Site Engineering Comments:
1. Provide the general note “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” Administrative Manual 2-06.4.7.B.1
2. Provide the general note “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.” AM 2-06.4.7.B.3
3. Provide the general note “No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual.” AM 2-06.4.7.C.2
4. Ensure to address the floodplain use permit TE-FPU-0825-00321, it must be fully processed before DP approval can be given.
5. COMMENT: There are a couple issues regarding the 24’-0” Parking Area Access Lane (PAAL) currently depicted at the front (west) of the grocery store:
a. Per UDC 7.4.6.E.2 Height Clearance: “The minimum height clearance along access lanes and PAAL’s is 15’-0”.
As currently shown on the drawings the cantilevered portion of the existing signage into the PAAL does not appear to be a 15’-0” clear distance from grade to the underside of the signage.
b. Per UDC 7.4.6.F.2.a.(1). Circulation: “Access lanes and PAALs must be setback at least 1’-0” from an open structure as measured from the closest part of the structure of roof overhang.
As currently shown on the drawings the solar canopy structure cantilevers over into the PAAL by 4’-7-1/2”. Add in the 1’-0” required setback on top of that dimension, the solar canopy is in violation of total length of 5’-7-1/2”.
c. Per UDC 7.4.6.F.2.b. Circulation: “Access Lanes and PAAL’s must be setback at least 2’-0” from an obstruction over 6 inches”
As currently shown on the drawings the PAAL runs up alongside the concrete base of the existing signage and thus, is in violation of the required 2’-0” setback.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 09, 2026.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

2. COMMENT: Per the 2-06.4.7.A.8.c standard, provide missing information.

This comment was not addressed as requested in ‘mid-review’. Add square footage of building, accessory structures (connex containers), and vehicular use area (all parking spaces, drive lanes, back-up areas) divided by the total site area to then produce a percent lot coverage number.

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

3. COMMENT: Per the 2-06.4.9.O standard, provide missing building setback and sight visibility triangles on sheet 2 of 3.

Building setbacks are per the City of Tucson, not Pima County. Remove all reference on sheet 1 of 3 to Pima County. The front yard setback is 10’-0”. The north and south property line setbacks are 0’. The rear yard setback is 1.5 x the height of the proposed solar structure. At the proposed 15’-0” height, this setback would be 45’-0”. Update these numbers and labels on each sheet (incorrect rear yard references).

MISCELLANEOUS:

4. COMMENT: The sheet index needs to be updated with the correct numbers and sheet titles.

5. COMMENT: To follow up on comment 4, sheet 2 of 3, referred to in the sheet index on sheet 1 of 3, referred to as a ‘topographic survey and solar canopy plan’ yet that same information of the solar canopy plan shows up on sheet 3 of 3, titled ‘proposed canopy detail’. Zoning assumes this a ‘carry over’ from the last submittal (oversight) and the actual intent was not to show the proposed canopy on the survey sheet (2 of 3) and sheet 3 of 3 was intended to act as the proposed site plan, including the proposed solar canopy. Update the graphics and titles of drawings in the sheet drawings so there is not two sheets showing the proposed canopy plan. On sheet 3 of 3 label as the canopy with a note stating, ‘refer to TC-COM-0124-00204 for related permit information’.

6. COMMENT: As the proposed project is not changing use or expanding in size, remove ‘Parking Notes’ table on sheet 1 of 3.

7. COMMENT: The general notes number 3 incorrectly states the Tucson UDC are not applicable. Update to state that it is applicable.

PDSD sees three potential routes to mitigate meeting the aforementioned required standards.

Option One:
Keep canopy as proposed and existing signage as-is but the following must be met:

a) Change the two-way PAAL to a one-way access lane (striping and directional arrows) that carries a minimum 12’-0” width.

b) Per Table 7.4.6-1, change parking lot striping to 45-degree parking as this will meet the new traffic aisle width and stall width and length dimensions. Ensure this new layout results in the same number of parking stalls as currently exists.

c) Sign and stripe existing north access to E 30th Street as exit only-do not enter (from E 30th St) and stripe access aisle pavement with arrow leading out to E 30th St.

Option Two:
Adjust the signage location and proposed canopy lengths to meet the aforementioned standards.

a) A separate signage permit is required to move the location of the signage. Contact Georgia.pennington@tucsonaz.gov to gather the required information and application

Option Three:
Under UDC 7.4.10 there is the option to pursue a Parking Design Modification Request (PDMR) to attempt to resolve your aforementioned PAAL challenges administratively. Review the following hyperlink for the code requirements and application.

plan submitted 9/23/2025. There are existing facilities within the development which are
depicted upon the plan.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
