As the site resides within hillside development zone overlay with proposed grading, it will be required that the submitted plans be stamped by a state registered civil engineer. 2. In accordance with the final plat for Wildcat Pass, general note #11, a floodplain use permit will be required for submission for associated development package. a floodplain use permit will be required to be submitted and approved prior to Site Engineering approving permit TD-DEV-0624-00181. The FPU permit is a separate permit that can be submitted for within the “sub-records” tab of this development package permit on TDC online. For the FPU permit submission, provide all construction documents similar to what was provide within this permit submission 3. As the proposed development involved grading work, as well as HDZ designation and proximity to Cholla Wash, a soils/Geotech report will be required for submission and review. Technical Standards Manual 2-01.4.1.D & E and 2-01.7.2 a. As the slope proposed along the edge of proposed building pad is greater than 3:1, geotechnical analysis and justification will be required for method of slope treatment as well as necessary setback in referenced to the erosion hazard wash. b. As this site is designated as Hillside Development Zone, include Average Natural Cross Slope (ACS) calculations on the grading plan/sheet in compliance with UDC 5.2 (HDZ) & Technical Standards Manual 9-01.0.0 (Hillside Development). These standards will be used to determine limits of total grading as well as other design standards. 4. In accordance with both the final plat and tentative plat for Wildcat Pass subdivision, the site/parcel is subject to WASH ordinance, ERZ, and Hillside compliance. 5. Referring to the Wildcat Pass Homeowners, although the HOA allowed the design to exceed outside the allowable building envelope as dictated by Star Pass guidelines, their approval will not supersede the City of Tucson’s guidelines relating to the erosion hazard setback. In compliance with the City of Tucson’s WASH and floodplain ordinance, encroachment into the erosion hazard setback will not be allowed for this development. Justification: a. TC Sec. 26-5.2(12): No development, storage of materials or equipment, or other uses shall be permitted which, acting alone or in combination with existing or future uses, create a danger or hazard to life or property. Development in the floodway fringe shall be constructed so as to protect placed fill from erosion which could be caused by waters, or otherwise. b. TC Sec. 26-5.2(3): No development, storage of materials or equipment, or other uses shall be permitted which, acting alone or in combination with existing or future uses, create a danger or hazard to life or property. Development in the floodway fringe shall not generate adverse impacts, including but not limited to erosion, upstream or downstream. c. TC Sec. 26-11.2(5)c: All new construction and substantial improvements shall be constructed by methods and practices that minimize flood and erosion damage. 6. Provide a Cross-section detail showing the area along the property line to the north. This cross-section detail should show that the 2-feet minimum grading setback from the property line on the grading plan TSM 2-01.9.0. NOTE: Depending on the Top of cut or Toe of fill shown in the detail, a greater setback may be required in compliance with TSM 2-01.9.0 a. If a less minimum setback is desired, geotechnical justification will be required. 7. For resubmission, please provide the “Final” approval given by the HOA. 8. A general note must be added to the plan stating this lot is subject to WASH ordinance, ERZ, and Hillside compliance. It should be noted that additional Site Engineering comments may be forthcoming in future review cycles as provided comments and development changes may bring forth further callouts.
