1. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
2. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
3. A street landscape border is required on S 12th Avenue and W Medina Road per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
4. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (David.marhefka@tucsonaz.gov) if necessary for this project.
5. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
6. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required.
7. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
8. Maximize the rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.
9. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. 2-06.4.7 - General Notes: The following general notes are required. Additional notes specific to each plan are required where applicable.

Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

COMMENT: 2-06.4.7.A.4 – Please provide additional information about the proposed use of the property. In addition to evaporative cooler equipment and merchandise, is any other commercial storage proposed (including vehicle storage)?

There appears to be an existing outdoor workshop or work area (on the existing cement pad) in the northwest corner of the northern parcel. Indicate the use of this area and whether it correlates with an additional primary or accessory use of the property.

“Professional offices” is not a recognized commercial services use. Review the definition for “Administrative and Professional Office” in UDC Section 11.3.4. Alternatively, the proposed use may be better described by “business supply and equipment wholesaling” (see UDC Section 11.3.12) or “general merchandise sales” (see UDC Section 11.3.9). All of these uses are permitted in an I-1 zone. Please review uses and revise as necessary.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

COMMENT: 2-06.4.7.A.8.c – The western canopy for which this permit was originally submitted appears to be used to provide cover for commercial storage. The total area under canopy is 1,528 square feet. This amounts to a 42% expansion in floor area since the last approved site plan in 1994. When combined with additional expansion that includes additional parking/vehicular use area (i.e., the parking area on the northern parcel), unpermitted storage units, workshop areas (i.e., cement pads), and/or outdoor storage, this percentage appears to cumulatively exceed 50%. As such, resubmitted plans will need to show how the entire site – both parcels – will come into compliance with current development standards as described in the UDC and UDC Technical Standards Manual (TSM).

Per the Unified Development Code (UDC) Sections 7.4.3.E.1, 7.5.3.E.2, and UDC TSM Section 7-01.2.0, if an expansion is 25% or greater or if a series of expansions cumulatively results in a 25% or greater expansion in floor area, the requirements the entire site must come into compliance with current development standards affecting motor vehicle and bicycle parking, off-street loading, native plant preservation, and pedestrian access.

Per UDC TSM Section 4-01.1.3, all commercial development submitted after June 1, 2010 must be in compliance with current rainwater harvesting and irrigation requirements.

Per UDC Section 7.15, all expansions must comply with the applicable standards of UDC TSM Section 8-01.0.0, regarding solid waste and recycling disposal, collection, and storage standards.

Per UDC Section 7.6.2.2, on sites where the existing building is 10,000 square feet or less, expansions of land area, floor area, lot coverage, vehicular use area greater than 50% require the entire to come into compliance with current landscaping and screening requirements.

On resubmitted plans, include and label all expansions, and their uses, on site since last approved site plan.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

COMMENT: 2-06.4.7.A.8.d – As indicated above, calculations for this permit should include the entire site, including both parcels and any existing or proposed uses on each.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.
