1. Provide pedestrian circulation from the building to the existing sidewalk along Mill St.
2. Show the location of the solid waste storage area. Show pedestrian circulation to the waste storage area.
3. Provide waste stream calculations compliant with TSM 8-01. If a dumpster is not required and APC/roll off containers are adequate, a dumpster enclosure is not required but a screened storage area is.
4. Although recycling service isn’t required, the site needs to provide at minimum the enclosure space for both solid waste and recycling. It is also important to point out per TSM section 8-01.4.I that required parking may be reduced for existing development when solid waste and recycling spaces are provided.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is July 25, 2024.

1. COMMENT: 2-06.1.1 – Remove all references and pages related to the associated building permit as the development package shall only include information related to the site development.

2. COMMENT: 2-06.3.10 – Ensure that a legend that that shows and describes all symbols used on the site plan is provided, preferably on the first sheet.

3. COMMENT: 2-06.4.1 – Provide the email addresses of the client and architect on the cover sheet.

4. COMMENT: 2-06.4.2.D – Include the page number and total number of pages within the title block on each sheet (i.e., sheet xx of xx).

5. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0623-00284, adjacent to the title block on all sheets.

6. COMMENT: 2-06.4.4 – Provide a project-location map on the first sheet of the development package in the upper right corner. The required project-location map shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information:

a. Show the subject property approximately centered within the one square mile area;
b. Identify major streets and regional watercourses within the square mile area and all structure that abut the property; and
c. Section, township, and range; section corners; north arrow; and the scale will be labeled.

7. COMMENT: 2-06.4.7.A.2 – List the gross area of the site by square footage and acreage. Note that the abutting parcel to the west of the subject property is considered part of the overall site (see UDC 11.4.20 for the definition of “Site”).

8. COMMENT: 2-06.4.7.A.4 – Identify the existing and proposed use of the property as classified by the UDC on the cover sheet or site plan. List all UDC use-specific standards applicable to the proposed use.

9. COMMENT: 2-06.4.8.A - Include site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

10. COMMENT: 2-06.4.8.B – Ensure that all existing easements are depicted on the site plan. Provide the recordation information, location, width, and purpose of any easements that may exist.

11. COMMENT: 2-06.4.8.C – Provide the right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalk information on the site plan.

12. COMMENT: 2-06.4.9.B – As the site is comprised of two parcels owned by separate entities, provide a recorded “Covenant Regarding Development and Use of Real Property” allowing shared access between the two parcels.

13. COMMENT: 2-06.4.9.H.5 – Demonstrate that the parking area access lane (PAAL) will be designed in accordance with UDC 7.4.6. Provide minimum widths for the access lane and PAAL in accordance with UDC Table 7.4.6-2. Additionally, a Technical Standards Manual Request (TSMR) is required if curbing will not separate the two individual parcels on the site.

14. COMMENT: 2-06.4.9.H.5.a – Ensure the calculations for the required and proposed number of motor vehicle parking spaces is correct based on total gross floor area (UDC 7.4.3.F.4). Provide details of the proposed standard and handicapped accessible motor vehicle parking spaces. Wheel stop curbing will be required for each proposed motor vehicle parking space to prevent damage to the adjacent property and building (UDC 7.4.6.H.1).

15. COMMENT: 2-06.4.9.H.5.d – The calculations for the required and proposed number of short- and long-term bicycle parking spaces are incorrect. Refer to UDC Table 7.4.8-1 for the required number of short- and long-term spaces. Clarify whether the additional short-term bicycle parking spaces are intended to reduce the total number of required of motor vehicle parking spaces (UDC 7.4.5.F.3). Ensure all bicycle parking facilities are designed in accordance with UDC 7.4.9.

16. COMMENT: 2-06.4.9.R – Provide a pedestrian circulation path from the existing building to the pedestrian circulation path along Mill Street. A pedestrian circulation path is also required to the short-term bicycle parking location, to the handicapped accessible motor vehicle parking space, and to any dumpsters. For specifics, see the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

17. COMMENT: 2-06.4.9.S – Show the existing sidewalk along the right-of-way on the site plan. All sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

18. COMMENT: 2-06.4.9.T – Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If roll-out containers are proposed, written approval from Environmental Services is required. Contact Andy.Vera@tucsonaz.gov to request roll-out container approval. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual.

19. COMMENT: 2-06.4.9.W – Indicate the location and height of the required handicapped parking sign to assure there are no conflicts with pedestrian circulation. Provide a detail of the required sign as well.
