Purpose This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. Applicability This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25% in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability to be determined by Zoning and/or Engineering review staff via email or at PDSD review counter. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date June 12, 2024. 2-06.4.0 Content Requirements: 1. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage. COMMENT: Provide a lot coverage calculation. Lot coverage includes he area of a lot covered by buildings , storage areas, and vehicular use areas . 2. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. COMMENT: Add the above information to the site plan. 2-06.4.9.H Proposed Traffic Circulation 3. COMMENT: Per UDC Section 7.4.6.H.1, “Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines , to prevent cars from damaging adjacent landscaping , walls, or buildings, overhanging adjacent sidewalk areas , and/or driving onto unimproved portions of the site . Shown on the site plan how the above standard will be met. 4. COMMENT: Zoning cannot approve until the proposed scope of work located on the property is approved by the Historic review. Comments: 1. COTC Sec. 25-46. You cannot place a fence or wall in the ROW. There is not any extra ROW along Speedway at this point that we could sell (future proposed width is 120’), and there is no way we could accommodate a wall on public land as future pedestrian improvements would use area. 2. The wall proposed wall, light pole, fence, and gate to the east of the property also cannot be built in the ROW. Please move these improvements onto the property. 3. The proposed sign also cannot be in the ROW. 4. UDC 7.4.6.K – “A street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way”. The proposed ADA parking space on the northeast corner of the parking lot would use the ROW for maneuvering out of the parking space. 5. UDC Figure 7.4.6-A provides alternative motor vehicle use area dimensions if you want to consider angled parking.
