Nogales Hy. - Expansion Development Package (4th Review) TD-DEV-0623-00273 TRANSMITTAL DATE: September 9, 2024 DUE DATE: September 8, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 1, 2024. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. This comment was not addressed. The plans now state the use is “WHOLESALE STORAGE”. Wholesale storage is not a use defined in the UDC. Based on the vehicle & bicycle parking calculation you are proposing some type of wholesale use. If this is the case clarify which of the 3 wholesale uses allowed in the C-2 zone, UDC Table 4.8-4. Once you clarify the use ensure that the provided Use Specific Standards are correct. COMMENT: 2-06.4.7.A.4 – It is not clear what the proposed use is. Under Area Calculations/Property Date you list the use as “FOOD SERVICE”, under the Parking Calculation you list “COMMERCIAL ASSEMBLY” and the labels within the foot print of the building show “WAREHHOUSE. Also clarify if this food service warehouse is used for the Tire Shop to the south than all four (4) parcels shall be shown on the plan. Once the use is clarified list all applicable Use Specific Standards found in UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 7. This comment was not addressed. The pavement width or sidewalk width was provided. Provide dimensions for the width of paving, curbs, curb cuts, and sidewalks. Based on current aerial photos there is curb and cutter alone with sidewalk provided along Nogales Hy. COMMENT: 2-06.4.8.C – Provide the following information for Nogales Hv. dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 8. This comment was not addressed correctly. COMMENT: 2-06.4.9.H.5.a – Until comment 4 is addressed vehicle parking requirements cannot be determined. 9. This comment was not addressed. COMMENT: 2-06.4.9.H.5.a – Until comment 4 is addressed electrical vehicle supply requirements cannot be determined, UDC Article 7.4.11. 10. This comment was not addressed. Once the use is clarified provide a loading space calculation on the plan. COMMENT: 2-06.4.9.H.5.c - Until comment 4 is addressed loading space requirements cannot be determined. 11. This comment was not addressed. COMMENT: 2-06.4.9.H.5.d - Until comment 4 is addressed bicycle parking requirements cannot be determined. As most uses requirement short- & long-term bicycle parking clearly show the location on the plan and provide a detail that clearly demonstrates that the requirements of UDC article 7.4.9 are met. Additional comments based on changes to the plan. 2-06.4.7.A.8 - For development package documents provide: 4. The PAAL width dimensions provided, 21’-5” & 22’-8” do not meet the minimum width requirements of 24’ for 90 degree parking, UDC Figure 7.4.6-A, Tables 7.4.6-1 & -2. A Board of Adjustment for Variance will required to reduce the PAAL width as shown on the plan. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension from the southwest end of the accessible parking space south to the property line. 5. This comment was not addressed. COMMENT: 2-06.4.9.H.5 – Demonstrate that the requirements of UDC Article 7.4.6.F.2.b are met along the south side of the proposed PAAL to the existing block wall. 7. This comment was not addressed. The calculation does not state if any van accessible spaces are required or provided. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the number of van accessible parking spaces required and provided. 8. This comment was not addressed correctly. Per UDC Article 7.4.6.D.2.b the minimum width is 10’. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space width dimension for the vehicle parking spaces located adjacent to the small existing storage building on the plan, UDC Article 7.4.6.D.2.b. 9. This comment was not addressed the detail still shows the sign within the overhang. COMMENT: 2-06.4.9.H.5.a – The location of the accessible vehicle parking space sign shown on detail 3 sheet 3 encroaches into the 2’-6” vehicle overhang area. Clearly demonstrate that sign does not encroach. 10. This comment was not addressed. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking space detail does not address UDC Article 7.4.9.B.1.d, .e & .g, 7.4.9.B.2.h. 11. This comment was not addressed. COMMENT: 2-06.4.9.H.5.d – It does not appear that the short-term bicycle parking meet the requirements of UDC Article 7.4.9.C.2.a, & .c. 13. This comment was not addressed. Square footage, height and use was not provided within the footprint of the existing building. COMMENT: 2-06.4.9.Q – Provide the square footage, height and the specific use proposed within the footprint of the building(s). 15. This comment was not addressed. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B show the required sidewalk along the southeast side of the small existing storage. 16. This comment was not addressed correctly. The sidewalk will be continuous along the south side of the existing building and be connected to the required sidewalk along the south side of the proposed building. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.C show the required sidewalk along the southeast side of the proposed and existing buildings between the proposed building and the proposed vehicle parking spaces. 17. This comment was not addressed correctly see comments above. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.3.2 clearly demonstrate that there is an accessible route from the accessible entrance of the building out to the sidewalk along Nogales Hwy. and to the proposed accessible vehicle parking space.
