1. Sidewalks must have a unobstructed width of 4 feet per TSM 7-01.4.3. Provide wheel stops for the parking spaces on the west side of the building to prevent parked vehicles from encroaching on the sidewalk space or show that the sidewalk is 6.5 feet or wider to accommodate 2.5 feet of vehicle encroachment.
2. Proposed retaining wall will require an additional building permit.
3. Provide a Storm Water Pollution Prevention Plan for during construction (https://azdeq.gov/AZPDES/SWPPP).
4. Provide an existing conditions hydrologic data sheet for Watershed 2.
5. Provide figures similar to Tables 2.2 and 2.3 in the Stormwater Detention-Retention Manual to demonstrate that first flush requirements are calculated correctly and are being met.
6. Show proposed roof drainage for each building. Roof drainage may not be directed over sidewalks and must be either routed around sidewalks or under sidewalks through use of scuppers (TSM 7-01.4.3.D).
7. Maximize water harvesting to landscaped areas through use of flush curbs and curb cuts.
8. Indicate on grading plan that the slab of the trash enclosure and the apron are sloped at least 2% away from the enclosure (TSM 8-01.5.2 G).
9. Indicate the slopes of the retention/detention basins’ sides.
10. Retention basin 2 appears to be a noncontributing basin as there is no stormwater from other areas directed towards it. Show how runoff from other areas is being directed into the basin or revise retention/detention calculations to show that basin 2 is noncontributing.
11. Provide a waste stream calculation compliant with TSM 8-01.
12. From recent clarification from Environmental Services per TSM section 8, although recycling service isn’t required the site needs to provide at minimum the enclosure space for both solid waste and recycling. A single enclosure won’t be sufficient and a double enclosure or additional single enclosures will be needed to meet this requirement. It is also important to point out per TSM section 8-01.4.I - required parking may be reduced for existing development when solid waste and recycling enclosures are provided.

PAD-25 COMMENTS:

2. Paking Ares Trees – 1 tree to four spaces & trees species are to be medium size trees of native or low water use species - (pg 72 of PAD, III.J2 Internal Landscape) – This was met by the applicant.
3. Exhibit IIIG: Landscape Border Plan clearly shows/states that a 30” screen is required at the parking areas. The applicant used a vegetative screen, which is allowed. Clearly indicate on the planset where this vegetative screeining is.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 08, 2024.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Provide an email address for the Geotechnical Engineer provided on sheet 1.

2. COMMENT: 2-06.4.3 – Provide the development package case number, T TD-DEV-0623-00271D-DEV-1222-00, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. COMMENT: 2-06.4.7.A.4 – Review PAD-25 and provide the applicable use standards that apply to Personal Storage adjacent to the use listed under Site Date.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. COMMENT: 2-06.4.8.A – The existing site boundary perimeter information is not readable.

7. COMMENT: 2-06.4.8.C – For Golf Links Rd. provide the following information regarding existing right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.A – Clarify what the dashed line with distance an bearings shown along the east property line is. Is this a proposed land split, access easement?

9. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

10. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

11. COMMENT: 2-06.4.9.H.5.a – Provide the required number of accessible parking spaces within the calculation. This calculation shall also indicate the number of van accessible spaces required & provided.

12. COMMENT: 2-06.4.9.H.5.c – Fully dimension the proposed loading spaces shown on the plan.

13. COMMENT: 2-06.4.9.H.5.d – Revise the number of provided bicycle parking spaces to clearly shown what type, short- or long-term is provided.

14. COMMENT: 2-06.4.9.H.5.d – The bicycle detail on sheet 9 does not addressed UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.a, .g. Also, the required 2’-6’ space is measured from the edge of rack not the center, see UDC Figure 7.4.9-C.

15. COMMENT: 2-06.4.9.J – Per the COT MS&R Map the future right-of-way (ROW) for Golf Links Rd. is 200’. As the existing ROW is not at full width show the future ROW line, future curb and sidewalk location fully dimensioned.

16. COMMENT: 2-06.4.9.O – Once comment 15 is addressed provide a setback dimension form future curb to the building. Also, revise the street setback shown under Site Date to show as measured from future curb.

17. COMMENT: 2-06.4.9.Q – Provide the propose height of the building within the footprint of the building.

18. COMMENT: 2-06.4.9.R – Provide width dimensions for all sidewalks on the plan.

19. COMMENT: 2-06.4.9.R – As parking vehicles are allowed to overhang the sidewalk along the west side of the building clearly demonstrate that a 4’-0” wide sidewalk is maintained.

20. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.

Comments:

1. AM 2-06.4.9.H.4 Please fully dimension offsets between right of way limits, sidewalks, curbs and other improvements. Please include the current and future ROW on the site plan.
2. TSM 10-01.5.1 – Please provide sight visibility triangles. Reference TSM 10-01.5.1 for instructions.
3. SDG 10-5 – The Tucson Street Design Guide recommends the smallest feasible radius should be used on curb returns to increase pedestrian comfort. For a PAAL on a Suburban Thoroughfare, like E Golf Links Rd, the SDG recommends a 20’ radius on curb returns.
4. Please provide a detail of ramp design on the proposed pedestrian refuge median in the RI / RO driveway. See P. A. G. SD 207 for design considerations.
5. Please clarify the call out for ‘18” CURB AND GUTTER. SEE DETAIL 209’ throughout the site plan. Could this mean 6”? You can reference Type (1), Type (1)-G, or Type (2) from Detail 209.
6. Please label the wash maintenance responsibility as either private or public. Our map indicates that this wash is private and that maintenance is the responsibility of the owner. Please clarify the responsibility for the existing storm drain inlet in the southeast corner of the property and show it one the site plan.
