To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0523-00260, the development plan for a new automotive drive-thru oil change at 1511 W Valencia Rd. This development is located in the N.E. quarter of the N.E. quarter of Section 15, Township 15S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 138-24-4270, covers approximately 0.794 ± acres, and is zoned as Commercial Zone 2 (C-2). The nearest major roadway intersection is South Midvale Park Road and West Valencia Road, approximately 375 feet to the northwest of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of this project.

3. Per the COT ret/det manual, basin side slopes of 2:1 must be protected with at least rip rip with filter fabric. Please specify the type of filter fabric planned.
4. Clarify keynote 10 in basin 1, basin is planned to be deeper than 8", and subtracting 8" from the current planned basin bottom depth will create excessive retention depth.
5. Grade percentages north of building are missing arrows.
6. Provide a copy of the storm drain profile view in this development package
7. Basin 1's top is called out as 69.5, but north end of basin has a top of 68.7. Ensure 6" of freeboard from 100-yr WSEL to top. Moreover, top and WSEL quantities do not match those in the drainage report, please clarify.
8. Keynote 15 unlabeled in the grading plan
9. The size of the proposed waste containers is unclear. Ensure at least 1 double container or 2 single containers are provided, in order to provide recycling volume per recent clarification from ES. (TSM 8-01)

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Landscape Review Section comments were addressed.
This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. The Unified Development Code (UDC) requires all new development or an expansion of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10, which states any change in design or land use requires a new review and approval process for the landscape plan.
2. If WHIAs are to count towards water harvesting calculations, there must be additional shrubs/trees in the basins.
3. Show existing/proposed landscape, screened back and identified on the key) for the required landscape border along Valencia Rd.
4. Demonstrate how d.g. is not going to wash out on 2:1 slopes in the basin.
5. The depth of WHIA is not consistent with grading plans, please revise.
6. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations.
7. The following information will be provided on the Water Harvesting Plan. UDC Tech. Manual 4-01.3.2.
a. How monthly rainfall and irrigation data will be obtained and recorded;
b. Soil pretreatment techniques, locations;
c. Maintenance notes; and,
d. Monitoring and Annual Reporting Requirements.
8. The following maintenance requirements should be addressed on the Water Harvesting Plan and within the required Annual Monitoring Report
(UDC Tech Manual 4-01-5.1);
a. Periodically inspect and clean gutters, leaf screens, and filters. Inspect systems following heavy rains to check for leaks and/or overflow problems. Periodically inspect and maintain Water Harvesting Infiltration Areas to ensure proper infiltration, overflow, and erosion control. Repair and correct problems.
b. Ensure proper functioning of Water Harvesting Systems, by periodically inspecting and maintaining sub-watershed surfaces and infrastructure associated with the system such as French drains, spillways, scuppers, and other elements. Repair and correct problems as needed.
9. Monitoring - UDC Tech Manual – 4-01-61, please add these notes to the Water Harvesting Plan;
a. Monitoring of water use and related information at the site shall be the responsibility of the property owner. Monitoring is required to verify compliance with the approved Water Harvesting Plan. Monitoring data shall be compiled, along with other necessary information, into an annual report to be submitted to the city by January 30 of each year.
b. Monthly rainfall shall be monitored using an on-site rain gauge, or a monthly rainfall estimate shall be developed using data from the closest available rain gauge recorded at www.rainlog.org.
c. Annual reporting requirements as stated in UDC 4.01-6.2
10. Engineer & LA comment - The landscape, water harvesting, and grading plans must match.
11. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
12. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
13. Table 7.6.4-1- Requires 30” screen adjacent to parking areas along MS&R streets, 5’ screen along non-MS&R streets, adjacent to residential or office uses, a 5’ wall is required.
14. Consider using an organic groundcover such as mulch instead of d.g.
15. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 04, 2024.

CONTENT REQUIREMENTS

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.H.5.a – The accessible vehicle parking space calculation shall include the number of van accessible space required and provided.

9. COMMENT: 2-06.4.9.H.5.a – Per 2018 IBC Chapter 11 Section 1106.5 for every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. That said the one required space is required to be van-accessible. Based on Detail E sheet 5 the proposed accessible space does not meet the requirements of ICC A117.1-2009 Section 502.2.
