Existing Site Conditions & History Structures: Two metal carports and one (1) 6-foot yard wall were originally constructed in 2023 without a building permit. The metal carports were manufactured and placed on wheels, functioning as temporary or mobile units. 2. Purpose & Public Safety Justification Hazard Identification: Because the existing metal carports are on wheels, they lack structural anchoring. This poses a significant safety risk regarding wind-uplift, shifting, and potential structural failure, which could result in property damage or personal injury. Proposed Corrective Action: The primary purpose of this Minor Development Plan is to bring the unpermitted 2023 structures into full code compliance. The proposed scope of work includes: Retrofitting and securing both metal carports onto engineered, permanent concrete footings to ensure long-term structural integrity and public safety. Performing necessary structural and cosmetic improvements to the carports to align with local building and aesthetic standards. This review was conducted for compliance with applicable development criteria including the City of Tucson Unified Development Code (UDC), Administrative Manual (AM) Section 2-6, and Technical Standards Manual (TSM) sections governing waste management, pedestrian access, hydrology – retention/detention requirements, and all applicable site standards. The following comments must be addressed prior to approval. To help facilitate a timely resubmittal, please provide updated plans and calculations along with a written response to each comment, indicating what action was taken and where the change can be found on the plans. Provide the Zoning and Land Use General note: “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” [AM 2-06.4.7.B.1] 3. Provide the Zoning and Land Use General Note: “Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public.” [AM 2-06.4.7.D] 4. Provide the Zoning and Land Use General Note: “No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual.” [AM 2-06.4.7.C.2] 5. Provide the general note: “Any Proposed signs will be approved per separate permit” 6. It is required that the required the canopy either follow the required height clearance of 15 – feet or be setback one foot or greater from the PAAL. Provide a height call-out showing the clearance or show on the site plan that the 1-foot setback is addressed. Address this by: [UDC §7.4.6.F.1 and §7.4.6.E.2] a. Provide a labeled height call-out on the elevation or section view indicating the finished clearance height from the PAAL surface to the underside of the canopy structure and/or provide a dimensioned setback callout on the site plan clearly measuring the distance from the canopy edge to the PAAL edge. b. Provide plan-view dimensions for all PAALs depicted on the site plan, including width and length, to allow for verification of applicable setbacks and required minimum clearances. c. Provide a dimensioned construction detail — at sufficient scale — illustrating the canopy structure in relation to the adjacent PAAL, demonstrating compliance with the applicable height clearance or setback requirement. |
