| 07/09/2025 | Site Zoning Standard | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Shake Shack – Change of Use & Patio Addition Development Package (1st Review) TD-DEV-0525-00136 TRANSMITTAL DATE: July 9, 2025 DUE DATE: July 9, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 15, 2026. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – As building codes are not applicable to the review of a development package remove the building code references under “APPLICABLE CODES” sheet T001 2-06.3.0 FORMAT REQUIREMENTS 2. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet, see comments 5-8. 2-06.4.0 CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block. 4. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 5. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 6. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area on the location map. 7. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property on the location map. 8. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 9. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is C-1/C-2". 10. COMMENT: 2-06.4.7.A.1 – Remove the reference to Occupancy from the Project Data as occupancy is not appliable to a DP review. 11. COMMENT: 2-06.4.7.A.1 – Site Plan General Note 1 states “EXISTING ZONING IS B, MEDICAL OFFICE”, remove this from plan as there is no B medial office zoning within the COT. 12. COMMENT: 2-06.4.7.A.4 – Provide a general not that lists all uses on site as classified in the UDC along with the applicable Use Specific Standards that apply to each use. 13. COMMENT: 2-06.4.7.A.4 – Under General Site Information “EXISTING USE OF PROPERTIES” you list Medical Office and Commercial. Medical Office is not a use as classified in the UDC and Commercial is a Use Group not a Use. 14. COMMENT: 2-06.4.7.A.6.a - COMMENT: 2-06.4.7.A.6.a - As Broadway Blvd. is designated as an Arterial Gateway on the COT MS&R Map and Craycroft Rd is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)” 2-06.4.7.A.8 - For development package documents provide: 15. COMMENT: 2-06.4.7.A.8.b – Remove the reference to F.A.R (Floor Area Ratio) from the General Site Information as FAR is not applicable, see UDC Table 6.3-4.A. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 16. COMMENT: 2-06.4.8.C – The 97’-3” € ½ R.O.W. dimension shown for Broadway Blvd is shown from the centerline to the building and should be from the centerline to the south property line. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 17. COMMENT: 2-06.4.9.H.5.a – The parking space calculation does not appear to be correct. Provide a vehicle parking space calculation that clearly shows the square footage of each use, the ratio used and the number required and provided. The PAD one does not appear to address all uses as there are existing food service and medical service outpatient uses. Zoning recommends that you remove the existing parking calculation and only provide a calculation that clearly shows all uses on site and the ratio used. It appears that parking will not be an issue but if needed this site qualifies for a shopping center calculations, see UDC Article 11.3.9.C.3 and UDC Table 7.4.4-1 for requirements. If you use the shopping center calculation the vehicle parking space calculation will need to clearly show that the definition of shopping center is met. 18. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation is not correct. Class 1 & Class 2 bicycle parking is not longer applicable. Review UDC Article 7.4.8 and provide the correct calculation. 19. COMMENT: 2-06.4.9.Q – Provide the specific use within the footprint of the buildngs.
