To whom this may concern, Thank you for the opportunity to comment on TD-DEV-1122-00056, the development plan for the construction of a chemical storage building and related piping for reclaimed water injection manifold at 1580 S Santa Cruz Ln. This development is located in the S.E. quarter of the N.W.
quarter of Section 23, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 118-09-039B, covers approximately 5.13 ± acres, and is zoned as Residence Zone 1 (R-1). The nearest major roadway intersection is West Silverlake Road and South Santa Cruz Lane, approximately 1,050 feet to the southeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of this project.

Provide complete trash room and container detail to include wall protection and all dimensions. Clarify if 4cy containers will be positioned under a chute or waste materials will be transported to and dumped directly into the 4cy containers manually. Call out the width of the path for the containers to be rolled from the trash room to the collection area/loading zone. TSM 8-01.4.A
Detail Sheet C6.0, Solid Waste & Recycle Collection: The proposed collection method where the vehicle partially obstructs right-of-way and requires maneuvering around parked vehicles is not recommended. Must provide a clear pull up lane in front of collection area so not obstructing traffic or requiring backing into oncoming traffic. TSM 8-01.5.3

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 30, 2024.

CONTENT REQUIREMENTS

COMMENT: 2-06.4.7.A.6.a – As this site is located within the Downtown core and Rio Nuevo Area (RNA) and you are proposing to use the Infill Incentive District (IID) the design review must be approved prior to approval of this plan. If approved provide a note on the plan stating date of approval and any modifications to the UDC that were approved.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation on the plan. Zoning acknowledges that you are proposing to use the IID to eliminate the parking requirement. Based on UDC Article 7.4.5.B.3.c the required number of vehicle parking spaces is 85, proposed is 0.

5. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking.

6. COMMENT: 2-06.4.9.L – All proposed easement will need to be recorded prior to approval of the DP.

7. COMMENT: 2-06.4.9.O – Based on amendments to the UDC approved April of 2023 the required street perimeter yard setbacks is 20’, proposed to the north property line is 2.39 to 3.04, and to the south is 0.49 to 1.45.

8. COMMENT: 2-06.4.9.O – Based on Keynote 28 you are proposing an encroachment into the COT Right-of-Way. This encroachment must be approved by the design review.

Comments:
1. Any existing curb or sidewalk that is non-compliant with current standards will be modified or replaced to meet current standards.
2. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 60” X 60” ADA landing is required. Landings shall be 60” X 60” and not to exceed a 2% cross slope in all directions.
3. Close any unused curb cut openings with P.A.G. standard 209 concrete curb and P.A.G. standard 200 concrete sidewalk.
4. Protect in place existing parking meters.
5. Protect in place existing power poles.
6. Protect in place or relocate accordingly, existing regulatory or warning signs.
